  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE STATE BOARD OF  EDUCATION  FOR  SPECIAL
  3        PROGRAMS FOR FISCAL YEAR 2006; AND DECLARING AN EMERGENCY.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  6    196, Laws of 2005, there is hereby appropriated to the State Board  of  Educa-
  7    tion  for  Special Programs the following amount to be expended for the desig-
  8    nated program according to the designated expense class from the  listed  fund
  9    for the period July 1, 2005, through June 30, 2006:

 15        SECTION  2.  An  emergency  existing  therefor,  which emergency is hereby
 16    declared to exist, this act shall be in full force and effect on and after its
 17    passage and approval.

This is a fiscal year 2006 supplemental appropriation for the Scholarships & Grants program. This program, administered by the Office of the State Board of Education, manages ten scholarship and grant programs available to students attending Idaho’s postsecondary educational institutions.

Specifically, this provides an additional $101,800 in General Funds for the Leveraging Educational Assistance Program (LEAP). This is a federal grant program with a state match requirement that is available to students with demonstrated financial need. Idaho’s match for LEAP involves a Maintenance of Effort (MOE) based upon the average of the previous three years state provided match. In order to continue receiving federal LEAP funds, the state level of match cannot drop below this MOE amount. In addition, Idaho must be fully-matched in LEAP in order to participate in SLEAP, another federal/state educational grant program. During the budget development cycle for FY 2006, an error occurred and the full funding needed for LEAP did not get included in the budget request. This supplemental would address 100% of the shortfall in state matching funds for LEAP that would otherwise occur in FY2006.
