]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE SENATE SENATE BILL NO. 1333 BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO EDUCATIONAL STAFF ALLOWANCE EXPERIENCE AND EDUCATION MULTIPLIER; 3 AMENDING SECTION 33-1004A, IDAHO CODE, TO PROVIDE AN ADDITIONAL MULTIPLIER 4 FOR INSTRUCTIONAL STAFF WHO SPEND A MAJORITY OF THEIR TIME PROVIDING MATH 5 OR SCIENCE INSTRUCTION, TO PROVIDE A CONDITION FOR ELIGIBILITY FOR 6 INSTRUCTIONAL STAFF TEACHING AT THE SECONDARY LEVEL, TO PROVIDE FOR DIS- 7 TRIBUTION OF MONEYS GENERATED BY APPLICATION OF THE ADDITIONAL MULTIPLIER 8 AND TO MAKE TECHNICAL CHANGES. 9 Be It Enacted by the Legislature of the State of Idaho: 10 SECTION 1. That Section 33-1004A, Idaho Code, be, and the same is hereby 11 amended to read as follows: 12 33-1004A. EXPERIENCE AND EDUCATION MULTIPLIER. Instructional staff whose initial 41 certificate is an occupational specialist certificate shall be treated as BA 2 1 degree prepared instructional staff. Credits earned by such occupational spe- 2 cialist instructional staff after initial certification shall be credited 3 toward the education factor. 4 (2) In determining the statewide average multiplier for instructional 5 staff, no multiplier in excess of 1.59092 shall be used. If the actual state- 6 wide average multiplier for instructional staff, as determined by this sec- 7 tion, exceeds 1.59092, then each school district's instructional staff multi- 8 plier shall be multiplied by the result of 1.59092 divided by the actual 9 statewide average multiplier for instructional staff. Instructional staff who 10 spend a majority of their time providing math or science instruction to stu- 11 dents shall be assigned an additional multiplier of 1.0375. Instructional 12 staff teaching at the secondary level shall hold a math or science certifica- 13 tion in order to be eligible for this additional multiplier. The additional 14 moneys so generated shall be passed through to the instructional staff who 15 generated the distribution, or shall revert to the state. 16 (3) In determining the statewide average multiplier for administrative 17 staff, no multiplier in excess of 1.86643 shall be used. If the actual state- 18 wide average multiplier for administrative staff, as determined by this sec- 19 tion, exceeds 1.86643, then each school district's administrative staff multi- 20 plier shall be multiplied by the result of 1.86643 divided by the actual 21 statewide average multiplier for administrative staff.
STATEMENT OF PURPOSE RS 15698 As an incentive to attract more math and science teachers in the K-12 arena, this bill increases state funding for instructional staff who spend the majority of their time in these fields. Funding would only flow to districts that adopt the same incentive locally. FISCAL IMPACT $2.8M in FY 2007 if all districts negotiate contracts with the incentive included.
