2 RELATING TO STATE PARKS; AMENDING CHAPTER 42, TITLE 67, IDAHO CODE, BY THE
3 ADDITION OF A NEW SECTION 67-4250, IDAHO CODE, TO PROVIDE FOR THE CREATION
4 AND LOCATION OF MOSCOW MOUNTAIN STATE PARK, TO PROVIDE FOR CONTROL, ADMIN-
5 ISTRATION AND MANAGEMENT AND TO PROVIDE FOR A CITIZENS ADVISORY GROUP.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. That Chapter 42, Title 67, Idaho Code, be, and the same is
8 hereby amended by the addition thereto of a NEW SECTION, to be known and des-
9 ignated as Section 67-4250, Idaho Code, and to read as follows:
10 67-4250. MOSCOW MOUNTAIN STATE PARK -- CREATED -- LOCATION -- CONTROL AND
11 MANAGEMENT -- CITIZENS ADVISORY GROUP. (1) There is hereby created a state
12 park to be known and designated as Moscow Mountain State Park, located near
13 Moscow, Latah county, Idaho, consisting of about 295.6 acres, more or less,
14 and more particularly described as follows: S1/2S1/2NW1/4, SW1/2NW1/4SE1/4,
15 S1/2SE1/4, SW1/4, Section 16, Township 40N, Range 4W, Boise meridian; which is
16 withdrawn from sale and transferred to the park and recreation board of the
17 department of parks and recreation of the state of Idaho.
18 (2) The control, administration and management of the Moscow Mountain
19 State Park shall be vested in the park and recreation board of the department
20 of parks and recreation of the state of Idaho. Management goals may include,
21 but not be limited to, the following:
22 (a) To protect and enhance the habitat, including the representative veg-
23 etation, in particular the old growth western red cedar, and the wildlife
24 it supports;
25 (b) To provide an example of old growth forest for the education of both
26 the general public and specific groups;
27 (c) To provide a scenic nonmotorized recreation area for the general wel-
28 fare, use, and enjoyment of the public; and
29 (d) To provide opportunities for scientific research regarding old growth
30 forests.
31 (3) A citizens advisory group is established to advise the department of
32 parks and recreation on the implementation of management policies at Moscow
33 Mountain State Park. Membership shall be appointed by the Latah county commis-
34 sion and shall include: one (1) representative of Latah county, one (1) repre-
35 sentative of the conservation social sciences department of the university of
36 Idaho college of natural resources or its successor, one (1) representative of
37 the university of Idaho experimental forest, one (1) landowner adjacent to the
38 state park, and three (3) members of the general public.

This legislation relates to state parks; amending Chapter 42, Title
67, Idaho Code, by the addition of a new Section 67-4250, Idaho
Code, to provide for the creation and location of Moscow Mountain
State Park, to provide for control, administration and management
and to provide for a citizens advisory group.
FISCAL NOTE
A total of $1.3 million to be appropriated from the Permanent
Building Fund and paid to the school trust endowment fund. This is
an approximate cost pending confirmation of appraised value
department of lands.
