1 AN ACT
2 RELATING TO HONORARIUMS AND EXPENSES; AMENDING SECTION 59-509, IDAHO CODE, TO
3 PROVIDE FOR SPECIFIED PER DIEM HONORARIUM AND FOR ACTUAL AND NECESSARY
4 EXPENSES OF MEMBERS OF PART-TIME BOARDS, COMMISSIONS OR COUNCILS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. That Section 59-509, Idaho Code, be, and the same is hereby
7 amended to read as follows:
8 59-509. HONORARIUMS OR COMPENSATION FOR MEMBERS OF BOARDS, COMMISSIONS
9 AND COUNCILS. The members of part-time boards, commissions or councils shall
10 receive for each day spent in the actual performance of duties, an honorarium,
11 compensation, or expenses, as provided in the following schedule:
12 (a) Members shall serve without honorarium, compensation, or expense
13 reimbursement of any kind.
14 (b) Members shall serve without honorarium or compensation of any kind,
15 but shall be reimbursed for actual and necessary expenses, subject to the lim-
16 its provided in section 67-2008, Idaho Code.
17 (c) Members shall serve without honorarium or compensation of any kind,
18 but shall be reimbursed for actual and necessary expenses, without being sub-
19 ject to the limits provided in section 67-2008, Idaho Code.
20 (d) Members shall receive the sum of fifteen dollars ($15.00) per day,
21 and shall be reimbursed for actual and necessary expenses, subject to the lim-
22 its provided in section 67-2008, Idaho Code.
23 (e) Members shall receive the sum of twenty dollars ($20.00) per day, and
24 shall be reimbursed for actual and necessary expenses, subject to the limits
25 provided in section 67-2008, Idaho Code.
26 (f) Members shall receive the sum of twenty-five dollars ($25.00) per
27 day, and shall be reimbursed for actual and necessary expenses, subject to the
28 limits provided in section 67-2008, Idaho Code.
29 (g) Members shall receive the sum of thirty-five dollars ($35.00) per
30 day, and shall be reimbursed for actual and necessary expenses, subject to the
31 limits provided in section 67-2008, Idaho Code.
32 (h) Members shall receive the sum of fifty dollars ($50.00) per day, and
33 shall be reimbursed for actual and necessary expenses, subject to the limits
34 provided in section 67-2008, Idaho Code.
35 (i) Members shall receive the sum of seventy-five dollars ($75.00) per
36 day, and shall be reimbursed for actual and necessary expenses, subject to the
37 limits provided in section 67-2008, Idaho Code.
38 (j) Members shall receive an honorarium in the sum of fifteen dollars
39 ($15.00) per day, and shall be reimbursed for actual and necessary expenses,
40 subject to the limits provided in section 67-2008, Idaho Code, unless other-
41 wise provided by statute. Payment of an honorarium as provided in this sub-
42 section shall not be considered salary as defined in section 59-1302(31),
43 Idaho Code.

1 (k) Members shall receive an honorarium in the sum of twenty dollars
2 ($20.00) per day, and shall be reimbursed for actual and necessary expenses,
3 subject to the limits provided in section 67-2008, Idaho Code. Payment of an
4 honorarium as provided in this subsection shall not be considered salary as
5 defined in section 59-1302(31), Idaho Code.
6 (l) Members shall receive an honorarium in the sum of twenty-five dollars
7 ($25.00) per day, and shall be reimbursed for actual and necessary expenses,
8 subject to the limits provided in section 67-2008, Idaho Code. Payment of an
9 honorarium as provided in this subsection shall not be considered salary as
10 defined in section 59-1302(31), Idaho Code.
11 (m) Members shall receive an honorarium in the sum of thirty-five dollars
12 ($35.00) per day, and shall be reimbursed for actual and necessary expenses,
13 subject to the limits provided in section 67-2008, Idaho Code. Payment of an
14 honorarium as provided in this subsection shall not be considered salary as
15 defined in section 59-1302(31), Idaho Code.
16 (n) Members shall receive an honorarium in the sum of fifty dollars
17 ($50.00) per day, and shall be reimbursed for actual and necessary expenses,
18 subject to the limits provided in section 67-2008, Idaho Code. Payment of an
19 honorarium as provided in this subsection shall not be considered salary as
20 defined in section 59-1302(31), Idaho Code.
21 (o) Members shall receive an honorarium in the sum of seventy-five dol-
22 lars ($75.00) per day, and shall be reimbursed for actual and necessary
23 expenses subject to the limits provided in section 67-2008, Idaho Code. Pay-
24 ment of an honorarium as provided in this subsection shall not be considered
25 salary as defined in section 59-1302(31), Idaho Code.
26 (p) Members shall receive an honorarium in the sum of one hundred dollars
27 ($100) per day, and shall be reimbursed for actual and necessary expenses sub-
28 ject to the limits provided in section 67-2008, Idaho Code. Payment of an hon-
29 orarium as provided in this subsection shall not be considered salary as
30 defined in section 59-1302(31), Idaho Code.
STATEMENT OF PURPOSE
RS 16041
This amendment provides statutory authority for the payment of
an honoraria in the amount of one hundred dollars ($100.00) per
day plus actual and necessary expenses for persons performing
duties on part time boards, commissions, or councils.
FISCAL NOTE
There is no impact on the general fund. Boards, commissions, or
councils selecting this option must provide the identified level
within their respective existing budgets.
