1 AN ACT
2 APPROPRIATING MONEYS FOR THE COMMISSION ON AGING FOR FISCAL YEAR 2007; LIMIT-
3 ING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; DIRECTING THE ALLOCATION
4 OF SALARY SAVINGS; AND EXPRESSING LEGISLATIVE INTENT REGARDING THE QUALITY
5 OF SERVICES PROVIDED TO SENIORS.
6 Be It Enacted by the Legislature of the State of Idaho:
7 SECTION 1. There is hereby appropriated to the Office of the Governor for
8 the Commission on Aging the following amounts to be expended according to the
9 designated expense classes from the listed funds for the period July 1, 2006,
10 through June 30, 2007:

26 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Commission
27 on Aging is authorized no more than fifteen and thirty-five hundredths (15.35)
28 full-time equivalent positions at any point during the period July 1, 2006,
29 through June 30, 2007, for the program specified in Section 1 of this act,
30 unless specifically authorized by the Governor. The Joint Finance-
31 Appropriations Committee will be notified promptly of any increased positions
32 so authorized.
33 SECTION 3. The Commission on Aging is hereby directed to allocate salary
34 savings, based on performance, to provide for employee salary needs before
35 other operational budget priorities are considered. Where applicable, employ-
36 ees whose salaries are below the midpoint of their pay grade or occupational
37 groups with significant turnover rates shall be considered first in the order
38 of salary savings distributions.
39 SECTION 4. It is the intent of the Legislature that the Commission on
40 Aging, in conjunction with the area agencies on aging, continues to strive to
41 maintain the quality of services provided to seniors, whether in their own

1 homes or in senior centers. Senior centers provide nutritional services and
2 socialization opportunities to our senior citizens that are invaluable and the
3 Legislature commends the contributions of the workers and volunteers who sup-
4 port our senior centers.

This provides $278,600 in Nondiscretionary Adjustments for increases in Adult Protective Services; and $300,000 for increased services for seniors throughout the state. These increases will be passed through the Commission on Aging to the local Area Agencies on Aging.
