In addition to the full-time equivalent positions authorized 31 in Section 2, Chapter 319, Laws of 2005, the Department of Correction is 32 hereby authorized an additional seven (7) full-time equivalent positions for 33 the period July 1, 2005, through June 30, 2006. 34 SECTION 3. An emergency existing therefor, which emergency is hereby 35 declared to exist, this act shall be in full force and effect on and after its 36 passage and approval.

This is a supplemental appropriation to the Department of Correction for fiscal year 2006. The bill appropriates $9,078,900 from the General Fund and $500,600 from dedicated funds for a total of $9,579,500. The bill also authorizes the addition of seven full-time equivalent positions for fiscal year 2006.

The supplemental appropriations in this bill include $7,834,600 for covering costs associated with an increase in the number of offenders who are either housed in county jails or out-of -state, due to insufficient bed capacity at the state’s correctional facilities; $609,500 for covering a new medical contract with Correctional Medical Services; $475,100 for the various institutions to cover increased utility, fuel, and construction costs; $354,300 for funding additional cot and bed capacity at the North Idaho Correctional Institution in Cottonwood and in St. Anthony; $156,000 for paying plaintiff’s attorney fees as ordered in the Walter D. Balla, et. Al. vs. Idaho Board of Corrections, whereby the federal court ruled against the state on lifting a cap imposed by the court on the number of inmates that could be housed at the Idaho State Correctional Institution; and, $150,000 for the Commission for Pardons and Parole to help meet the increasing costs of the commission and to hire an outside consultant/contractor to modify the Correctional Integrated System (CIS) to handle inmate tracking.
Of the additional seven full-time equivalent positions authorized, five staff have been added at St. Anthony to provide security, work project supervision, and food services; and two have been added to deal with out-of-state placements. These two positions include one Grants/Contracts Officer and one Probation & Parole Officer.
