1 AN ACT
2 APPROPRIATING MONEYS FOR THE DIVISION OF VOCATIONAL REHABILITATION FOR FISCAL
3 YEAR 2007; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND
4 DIRECTING THE ALLOCATION OF SALARY SAVINGS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the State Board of Education
7 for the Division of Vocational Rehabilitation the following amounts to be
8 expended for the designated programs according to the designated expense
9 classes from the listed funds for the period July 1, 2006, through June 30,
10 2007:

3 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Division
4 of Vocational Rehabilitation is authorized no more than one hundred fifty
5 (150) full-time equivalent positions at any point during the period July 1,
6 2006, through June 30, 2007, for the programs specified in Section 1 of this
7 act, unless specifically authorized by the Governor. The Joint Finance-
8 Appropriations Committee will be notified promptly of any increased positions
9 so authorized.
10 SECTION 3. The Division of Vocational Rehabilitation is hereby directed
11 to allocate salary savings, based on performance, to provide for employee sal-
12 ary needs before other operational budget priorities are considered. Where
13 applicable, employees whose salaries are below the midpoint of their pay grade
14 or occupational groups with significant turnover rates shall be considered
15 first in the order of salary savings distributions.
