  1                                        AN ACT
  2    APPROPRIATING MONEYS FROM THE IDAHO MILLENNIUM INCOME FUND AND  DIRECTING  THE
  3        STATE  CONTROLLER  TO TRANSFER MONEYS FOR THE PURPOSES AND PROGRAMS SPECI-
  4        FIED FOR FISCAL YEAR 2007; AND PROVIDING THAT CERTAIN UNEXPENDED AND UNEN-
  5        CUMBERED MONEYS SHALL BE REVERTED.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION 1.  There is hereby  appropriated  and  the  State  Controller  is
  8    hereby  directed  to make cash transfers from the Idaho Millennium Income Fund
  9    to the following programs, at the request  of  the  State  Treasurer,  not  to
 10    exceed $1,271,900 for the period July 1, 2006, through June 30, 2007:
                                                                        
 11        (a)  $30,000  for  the  Caldwell School District for the GRASP Program, an
 12        after-school program that works with highly at-risk youth referred by pro-
 13        bation officers, judges, counselors, and parents  to  deliver  classes  in
 14        building  self-esteem  and tobacco awareness, and taking part in community
 15        service, random urinalysis, counseling, educational tutorial and  parental
 16        communication.
                                                                        
 17        (b)  $500,000 for the Public Health Districts to continue tobacco use ces-
 18        sation programs statewide through the Public Health Districts of Idaho and
 19        other  nonprofit entities such as hospitals, primary care clinics and vol-
 20        untary organizations. The tobacco use cessation programs should be  avail-
 21        able  to  any  Idaho  citizen, with primary emphasis on youth and pregnant
 22        women.
                                                                        
 23        (c)  $77,900 for the American Lung  Association  of  Idaho/Washington  for
 24        Teens  Against Tobacco Use (T.A.T.U.) tobacco control intervention program
 25        to reach Idaho primary and secondary school students.
                                                                        
 26        (d)  $300,000 for the Bureau of Health  Promotion  in  the  Department  of
 27        Health  and  Welfare for targeted tobacco counter-marketing programs, spe-
 28        cific to Idaho, and to be matched by private industry funds on at least  a
 29        one-to-one basis.
                                                                        
 30        (e)  $270,000  for the Idaho Supreme Court for its youth courts and status
 31        offender services programs as they relate  to  addressing  tobacco  and/or
 32        substance abuse issues.
                                                                        
 33        (f)  $94,000  for  Law  Enforcement  Programs in the Idaho State Police to
 34        offset the cost of youth tobacco investigations.
                                                                        
 35        SECTION 2.  Notwithstanding any other provision of law to the contrary, on
 36    June 30, 2007, any remaining unexpended and unencumbered  moneys  appropriated
 37    in  Section  1  of  this  act shall be reverted to the Idaho Millennium Income

  1    Fund. The State Controller shall then transfer said reverted  moneys  and  all
  2    earnings  credited to the Idaho Millennium Income Fund to the Idaho Millennium
  3    Fund.
