  1                                        AN ACT
  2    APPROPRIATING MONEYS FOR THE COMMISSION FOR THE BLIND  AND  VISUALLY  IMPAIRED
  3        FOR  FISCAL  YEAR  2007; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSI-
  4        TIONS; AND DIRECTING THE ALLOCATION OF SALARY SAVINGS.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  There is hereby appropriated to the Office of the Governor for
  7    the Commission for the Blind and Visually Impaired the following amounts to be
  8    expended according to the designated expense classes from the listed funds for
  9    the period July 1, 2006, through June 30, 2007:

 30        SECTION 2.  In accordance with Section 67-3519, Idaho Code, the Commission
 31    for the Blind and Visually Impaired is authorized no more than forty and five-
 32    tenths (40.5) full-time equivalent positions at any point  during  the  period
 33    July 1, 2006, through June 30, 2007, for the program specified in Section 1 of
 34    this  act,  unless specifically authorized by the Governor. The Joint Finance-
 35    Appropriations Committee will be notified promptly of any increased  positions
 36    so authorized.
                                                                        
 37        SECTION  3.  The  Commission for the Blind and Visually Impaired is hereby
 38    directed to allocate salary savings, based  on  performance,  to  provide  for
 39    employee  salary  needs before other operational budget priorities are consid-
 40    ered. Where applicable, employees whose salaries are  below  the  midpoint  of
 41    their  pay  grade or occupational groups with significant turnover rates shall
 42    be considered first in the order of salary savings distributions.
