  1                                        AN ACT
  2    DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE GENERAL FUND TO THE
  3        ECONOMIC RECOVERY RESERVE FUND; AND APPROPRIATING ADDITIONAL MONEYS TO THE
  4        SOIL CONSERVATION COMMISSION FOR FISCAL  YEAR  2007  THROUGH  FISCAL  YEAR
  5        2008.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  On July 1, 2006, or as soon thereafter as possible, the State
  8    Controller shall transfer the sum of $160,000 from the  General  Fund  to  the
  9    Economic Recovery Reserve Fund.
                                                                        
 10        SECTION  2.  In addition to any other appropriation provided by law, there
 11    is hereby appropriated to the Soil Conservation Commission $160,000  from  the
 12    Economic Recovery Reserve Fund to be expended for trustee and benefit payments
 13    for  conservation improvement grants for the period July 1, 2006, through June
 14    30, 2008.

Statement of Purpose

This appropriation to the Soil Conservation Commission provides additional funding for conservation improvement grants for water quality projects. The Water Quality Program provides cost share to landowners to implement best management practices. These one-time funds will be used to catch-up projects that have been delayed due to emphasis on the Eastern Snake Plain Mitigation and will be used in conjunction with low interest loans provided by the Resource Conservation and Rangeland Development Fund.

Fiscal Note

This bill transfers $160,000 from the General Fund to the Economic Recovery Reserve Fund then appropriates that amount to the Soil Conservation Commission for a two year period for conservation improvement grants.
