1 AN ACT
2 DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE GENERAL FUND TO THE
3 ECONOMIC RECOVERY RESERVE FUND; DIRECTING THE TRANSFER OF MONEYS FROM THE
4 ECONOMIC RECOVERY RESERVE FUND TO THE TREASURE VALLEY AIR QUALITY TRUST
5 FUND; AND APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF ENVIRONMEN-
6 TAL QUALITY FOR FISCAL YEAR 2007 THROUGH FISCAL YEAR 2008.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. On July 1, 2006, or as soon thereafter as possible, the State
9 Controller shall transfer the sum of $50,000 from the General Fund to the Eco-
10 nomic Recovery Reserve Fund.
11 SECTION 2. The State Controller is hereby directed to transfer up to
12 $50,000 from the Economic Recovery Reserve Fund to the Treasure Valley Air
13 Quality Trust Fund, at the request of the Director of the Department of Envi-
14 ronmental Quality, for a dollar-for-dollar match for contributions made to the
15 Treasure Valley Air Quality Trust Fund for a public awareness campaign.
16 SECTION 3. In addition to any other appropriation provided by law, there
17 is hereby appropriated to the Department of Environmental Quality $100,000
18 from the Treasure Valley Air Quality Trust Fund for the Air Quality Program to
19 be expended as determined by the Treasure Valley Air Quality Council for the
20 period July 1, 2006, through June 30, 2008.

This appropriation provides state funding as a dollar-for-dollar match to private contributions made to the Treasure Valley Air Quality Council. The Treasure Valley Air Quality Council, created in 2005, is responsible for developing a comprehensive air quality management plan for Ada and Canyon Counties. The Council is undergoing a fund raising effort to conduct a public awareness campaign and is in the process of raising $50,000 from contributions.

This appropriation provides a transfer from the General Fund to the Economic Recovery Reserve Fund for up to $50,000 in state funding as a dollar-for-dollar match to private contributions. It then provides $100,000 in spending authority to the Department of Environmental Quality for the expenditure of the contributions and the state match.
