  1                                        AN ACT
  2    DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE GENERAL FUND TO THE
  3        ECONOMIC RECOVERY RESERVE FUND; AND APPROPRIATING ADDITIONAL MONEYS TO THE
  4        DEPARTMENT OF WATER RESOURCES FOR FISCAL YEAR  2007  THROUGH  FISCAL  YEAR
  5        2008.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION  1.  On July 1, 2006, or as soon thereafter as possible, the State
  8    Controller shall transfer the sum of $50,000 from the General Fund to the Eco-
  9    nomic Recovery Reserve Fund.
                                                                        
 10        SECTION 2.  In addition to any other appropriation provided by law,  there
 11    is  hereby  appropriated to the Department of Water Resources $50,000 from the
 12    Economic Recovery Reserve Fund for the Planning and Technical Services Program
 13    to be expended for operating expenditures for the period July 1, 2006, through
 14    June 30, 2008. Such appropriation is intended to provide Idaho's match  for  a
 15    feasibility study of flood control on the Bear River above Bear Lake.

This is a one-time appropriation to provide Idaho’s match for a preliminary study of flood control measures on the Bear River above Bear Lake. House Joint Memorial 1 of 2005 urged Congress to support a feasibility study by the US Corps of Engineers relating to the possibilities, benefits and costs of providing flood control above Bear Lake. In order to get the study started, the State of Wyoming has stated a willingness to provide $50,000 for preliminary work provided that the State of Idaho will match that amount. The $100,000 would be used for a preliminary study and would apply as part of the 50-50 local match required by the federal government to fully fund the entire study. HJM 1 of 2005 asked that $2.5 million spent by Idaho, Wyoming, and Utah for stream gauging, planning, and other projects be applied as match for the larger study.

Fiscal Note

This bill transfers $50,000 from the General Fund to the Economic Recovery Reserve Fund. It then appropriates that $50,000 for a two-year period to the Idaho Department of Water Resources Planning and Technical Services Program to be expended as Idaho’s match for a feasibility study of flood control on the Bear River above Bear Lake.
