]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE SENATE SENATE BILL NO. 1498 BY FINANCE COMMITTEE 1 AN ACT 2 DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE GENERAL FUND TO THE 3 ECONOMIC RECOVERY RESERVE FUND; CREATING THE RURAL BROADBAND DEVELOPMENT 4 MATCHING FUND; DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE 5 ECONOMIC RECOVERY RESERVE FUND TO THE RURAL BROADBAND DEVELOPMENT MATCHING 6 FUND; AND APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF COMMERCE 7 AND LABOR FOR FISCAL YEAR 2007 THROUGH FISCAL YEAR 2008. 8 Be It Enacted by the Legislature of the State of Idaho: 9 SECTION 1. On July 1, 2006, or as soon thereafter as possible, the State 10 Controller shall transfer the sum of $5,000,000 from the General Fund to the 11 Economic Recovery Reserve Fund. 12 SECTION 2. There is hereby created in the state treasury the Rural 13 Broadband Development Matching Fund which shall retain its own interest earn- 14 ings. 15 SECTION 3. On July 1, 2006, or as soon thereafter as possible, the State 16 Controller shall transfer from the Economic Recovery Reserve Fund to the Rural 17 Broadband Development Matching Fund the sum of $5,000,000. 18 SECTION 4. In addition to any other appropriation provided by law, there 19 is hereby appropriated to the Idaho Department of Commerce and Labor 20 $5,000,000 from the Rural Broadband Development Matching Fund to be expended 21 for the period July 1, 2006, through June 30, 2008. Such fund shall be used to 22 make available matching funds, on a reimbursement basis, for rural broadband 23 investment plans, as defined by the Idaho Department of Commerce and Labor, 24 submitted to and approved by the Idaho Department of Commerce and Labor. The 25 maximum amount that may be expended on any given project shall not exceed 26 $1,000,000. The Idaho Department of Commerce and Labor shall promulgate rules 27 to implement the Rural Broadband Development Matching Fund.

This is an FY 2007 appropriation of $5,000,000 in dedicated funds to the Department of Commerce and Labor for a new Rural Broadband Development Matching Fund. This new fund will be administered by the Department of Commerce and Labor and will be used to make available matching funds, on a reimbursement basis, for rural broadband investment plans, submitted to and approved by the Department.
