]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 130 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND REQUESTING THAT THE DEPARTMENT OF 3 ENVIRONMENTAL QUALITY STUDY AND PREPARE A REPORT REGARDING METHODS TO 4 ENCOURAGE REGIONAL WATER AND WASTEWATER SERVICES. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, it is in the public interest to promote the effective and effi- 7 cient provision of water and wastewater services to communities in Idaho; and 8 WHEREAS, the regionalization of water and wastewater infrastructure will 9 allow for more efficient and cost-effective provision of water and wastewater 10 services; and 11 WHEREAS, well-designed regional approaches to the provision of public 12 water and wastewater services benefit the environment by helping to reduce the 13 amount of pollutants reaching Idaho rivers and lakes; and 14 WHEREAS, regionalization of water and wastewater infrastructure helps to 15 create a long-term sustainable and reliable source of clean and safe water for 16 Idaho communities; and 17 WHEREAS, regionalization encourages local government officials to find 18 innovative, cost-effective solutions to the provision of water and wastewater 19 services and strengthens the partnership between local governments; and 20 WHEREAS, the Department of Environmental Quality, with its role in the 21 regulation and funding of drinking water and wastewater facilities, is 22 uniquely suited to work with cities, counties and other entities to find meth- 23 ods of encouraging the regional provision of water and wastewater services. 24 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 25 sion of the Fifty-eighth Idaho Legislature, the Senate and the House of Repre- 26 sentatives concurring therein, that the Department of Environmental Quality is 27 requested to study, with the input from cities, counties, water and sewer dis- 28 tricts and other relevant entities, methods to encourage and provide incen- 29 tives for the development and operation of regional water and wastewater ser- 30 vices, and to prepare a report and submit its findings to the Legislature by 31 December 31, 2006.
STATEMENT OF PURPOSE RS 16192 This resolution comes from the joint Legislative Environmental Common Sense Committee. It authorizes the Department of Environmental Quality (DEQ) to lead a study to evaluate the need for regional planning of municipal wastewater and drainage treatment systems and make recommendations. Those participating in the study will be DEQ, representatives of affected state agencies, cities, counties and other local governments and districts. DEQ will report their findings to the 2007 legislature. Fiscal Impact No significant fiscal impact. The work of DEQ and participating entities will be paid out of their respective appropriations.
