  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
  3        APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A THOROUGH ASSESSMENT OF THE
  4        ROLE AND MISSION OF POSTSECONDARY PROFESSIONAL-TECHNICAL AND ACADEMIC EDU-
  5        CATION IN IDAHO.
                                                                        
  6    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  7        WHEREAS, Idaho  citizens  understand  the  importance  of  offering  post-
  8    secondary  professional-technical  and academic educational opportunities that
  9    are delivered in an efficient, affordable and accessible manner; and
 10        WHEREAS, we acknowledge the outstanding efforts of institutions of  higher
 11    education,  both  public  and  private, in providing postsecondary educational
 12    services; and
 13        WHEREAS, we acknowledge the importance of a well-trained and well-educated
 14    work force as essential to Idaho's citizens and economy; and
 15        WHEREAS, we believe a strong postsecondary educational system will enhance
 16    Idaho's reputation as a leader in today's  newly-emerging  economy,  which  is
 17    becoming increasingly international in scope; and
 18        WHEREAS, this new economy will require Idaho's workforce to be better edu-
 19    cated in order for Idaho's businesses to compete nationally and globally; and
 20        WHEREAS,  business  leaders  are anxious to work directly with educational
 21    leaders to design curricula for educational partnerships, and to provide busi-
 22    ness experts who will participate in projects throughout the educational part-
 23    nerships; and
 24        WHEREAS, Idaho businesses will continue  to  contribute  to  the  programs
 25    through  taxes, scholarships, in-kind donations, subsidizing employer costs to
 26    the educational programs and providing well-educated business persons as  fac-
 27    ulty; and
 28        WHEREAS,  at  the  present  time,  minimal community college functions are
 29    being provided in Idaho; and
 30        WHEREAS, private foundations are being sought as partners to obtain  fund-
 31    ing to assist in enhancing postsecondary educational offerings; and
 32        WHEREAS,  issues  of local control and funding of an efficient, affordable
 33    and accessible postsecondary system of education, remain unresolved.
 34        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
 35    sion of the Fifty-eighth Idaho Legislature, the Senate and the House of Repre-
 36    sentatives  concurring  therein, that the Legislative Council is authorized to
 37    appoint a committee to undertake and complete a  thorough  assessment  of  the
 38    role  and  mission of postsecondary professional-technical and academic educa-
 39    tion in Idaho. The Legislative Council shall determine the number of  legisla-
 40    tors  and  membership from each house appointed to the committee and shall au-
 41    thorize the committee to receive input, advice and assistance from  interested
 42    and affected parties who are not members of the Legislature.
 43        BE  IT  FURTHER  RESOLVED  that  the appointed committee shall involve and
 44    request information from representatives of both public and  private  partner-

  1    ships,  educational  institutions  including professional-technical education,
  2    the Office of the State Board of Education, and members of the business commu-
  3    nity, Legislature and other interested persons or organizations.
  4        BE IT FURTHER RESOLVED that the appointed committee shall make recommenda-
  5    tions as necessary for changes  to  existing  statutes  regarding  such  post-
  6    secondary  issues  as the role, mission, funding, governance and academic pro-
  7    grams of community colleges, and the burdens placed on community college  tax-
  8    ing districts and professional-technical programs.
  9        BE IT FURTHER RESOLVED that nonlegislative members of the committee may be
 10    appointed  by  the cochairs of the committee who are appointed by the Legisla-
 11    tive Council. Nonlegislative members of the advisory committee  shall  not  be
 12    reimbursed  from legislative funds for per diem, mileage or other expenses and
 13    shall not have voting privileges regarding the committee's recommendations  or
 14    proposed legislation.
 15        BE  IT FURTHER RESOLVED that the committee shall report its findings, rec-
 16    ommendations and proposed legislation, if any, to the First Regular Session of
 17    the Fifty-ninth Idaho Legislature.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE

                             RS 16213

The purpose of this legislation is to allow the Legislative Council
to appoint an interim committee to analyze post secondary education
in Idaho and to make recommendations to the next Legislature.  The
committee shall involve and request information from
representatives of both public and private partnerships,
educational institutions, and the business community.  The
appointed committee is to make recommendations as necessary for
changes to existing statutes regarding post secondary offerings
throughout Idaho.  The study will include the role, mission,
funding, governance, taxing district burdens, academic programs,
professional-technical programs, and existing community college
curricula.  


                          FISCAL NOTE

The cost of the Committee would be expected to not exceed $10,000. 
Any necessary Legislative travel would be paid from existing
legislative appropriations.  Non legislative advisory members of
the Committee shall not be reimbursed from legislative funds. 
There would be no additional impact on the General Fund as a result
