]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE SENATE SENATE JOINT MEMORIAL NO. 114 BY STATE AFFAIRS COMMITTEE 1 A JOINT MEMORIAL 2 TO THE PRESIDENT OF THE UNITED STATES, TO THE UNITED STATES SECRETARY OF 3 ENERGY, TO THE LEADERSHIP OF THE SENATE AND HOUSE OF REPRESENTATIVES OF 4 THE UNITED STATES IN CONGRESS ASSEMBLED, TO THE SENATE AND HOUSE OF REPRE- 5 SENTATIVES OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE CONGRES- 6 SIONAL DELEGATION REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF THE 7 UNITED STATES. 8 We, your Memorialists, the Senate and the House of Representatives of the 9 State of Idaho assembled in the Second Regular Session of the Fifty-eighth 10 Idaho Legislature, do hereby respectfully represent that: 11 WHEREAS, the United States of America has become excessively dependent 12 upon foreign sources of oil, and that dependence threatens the security of the 13 American people and economy; and 14 WHEREAS, it is in the best interests of the United States and Idaho to 15 become as energy independent and diversified as possible to avoid economic 16 dislocations instigated by foreign oil interests, markets and the effects of 17 natural disasters; and 18 WHEREAS, comprehensive energy legislation signed into law in 2005 advo- 19 cates the expansion of nuclear energy for the production of electrical power 20 and hydrogen, as well as the development of bioenergy and other alternative 21 fuels to reduce dependence on foreign sources of oil; and 22 WHEREAS, the United States Department of Energy (DOE) is the federal 23 agency that has primary responsibility for carrying out the directives of the 24 President and the Congress relative to enabling and enhancing the energy secu- 25 rity of the nation; and 26 WHEREAS, the DOE's Idaho National Laboratory (INL) is a key national 27 research, development and demonstration resource wherein the federal govern- 28 ment has invested significant tax dollars to establish such unique and glo- 29 bally important assets as the Advanced Test Reactor, the Safety and Tritium 30 Applied Research Fusion Facility, the Control Systems Security and Test Cen- 31 ter, and others, all of which demand continued, or even expanded, use to 32 assure maximum return on tax dollar investment; and 33 WHEREAS, the state of Idaho appreciates the effective, expedited cleanup 34 that has occurred in accordance with the 1995 Settlement Agreement, and is 35 committed to hosting continued broad-spectrum, national priority nuclear 36 research in Idaho as fully allowed by that agreement; and 37 WHEREAS, such nuclear research promises to advance our national interests 38 and critical need for safe, greenhouse gas free generation of abundant energy 39 with dramatically reduced waste concerns. 40 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 41 sion of the Fifty-eighth Idaho Legislature, the Senate and the House of Repre- 42 sentatives concurring therein, that we support and encourage the DOE, the 43 Administration and the Congress to identify, commit and sustain the funding 44 necessary to allow design, development, testing and demonstration in Idaho at 2 1 INL of safe, state of the art, advanced nuclear energy systems that can, ulti- 2 mately, be commercially replicated in other locations throughout the United 3 States and throughout the world. 4 BE IT FURTHER RESOLVED that the Legislature supports execution of an 5 enhanced portfolio of bioenergy, hydropower, fuel reforming and related alter- 6 native and renewable energy research in Idaho at INL, and hereby requests that 7 the DOE, the Administration and the Congress identify, commit and sustain the 8 funding necessary to allow continued performance of this and other 9 multiprogram energy and national security enhancing work so critical to the 10 long-term well-being of these United States. 11 BE IT FURTHER RESOLVED that the Secretary of the Senate be, and she is 12 hereby authorized and directed to forward a copy of this Memorial to the Pres- 13 ident of the United States, the Secretary of Energy of the United States, 14 President of the Senate and the Speaker of the House of Representatives of 15 Congress, and the congressional delegation representing the State of Idaho in 16 the Congress of the United States.
STATEMENT OF PURPOSE RS 15469 This memorial makes clear that the Idaho Legislature supports the United States becoming as energy independent and diversified as possible. Nuclear energy can have a major effect in reducing the nation's dependence of foreign oil for heating, cut greenhouse gases and produce hydrogen fuel for the next generation of motor vehicles. The U.S. Department of Energy's Idaho National Laboratory (INL) is a premier world class nuclear research facility and needs to be funded adequately and charged with performing the research, design and development of the next generation of safe, clean, state of the art, advanced modular nuclear energy systems that can ultimately be replicated in other locations throughout the United States and the world. Further, the Idaho Legislature supports the execution of an enhanced portfolio of bioenergy, hydropower, fuel reforming and related alternative and renewable energy research in Idaho at INL. This memorial requests that DOE, the Administration and Congress provide adequate and sustained funding to allow continuation of these valuable programs that are so critical to our national security. FISCAL NOTE No negative fiscal impact. However, implementation of the requests made in this Memorial will have a significant positive fiscal effect on the nation and Idaho.
