  2    RELATING TO MOTOR VEHICLE REGISTRATION; AMENDING CHAPTER 4,  TITLE  49,  IDAHO
  3        CODE,  BY  THE  ADDITION OF A NEW SECTION 49-454, IDAHO CODE, TO ESTABLISH
  4        THE PROJECT CHOICE FEE, TO PROVIDE FOR DEPOSIT OF THE FEE AND  TO  PROVIDE
  5        FOR  APPLICATION;  AMENDING  SECTION 49-402B, IDAHO CODE, TO REFERENCE THE
  6        PROJECT CHOICE FEE FOR PURPOSES OF BIENNIAL REGISTRATION; AND PROVIDING AN
  7        EFFECTIVE DATE.
                                                                        
  8    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  9        SECTION 1.  That Chapter 4, Title 49, Idaho Code,  be,  and  the  same  is
 10    hereby  amended by the addition thereto of a NEW SECTION, to be known and des-
 11    ignated as Section 49-454, Idaho Code, and to read as follows:
                                                                        
 12        49-454.  PROJECT CHOICE FEE. (1) A project choice  program  fee  of  three
 13    dollars  ($3.00)  shall  be  collected  in  addition  to each registration fee
 14    assessed pursuant  to  section  49-402(1),  (2)  or  (3),  49-411,  49-412  or
 15    49-434(1),  Idaho Code. Such fees shall be deposited to the Idaho law enforce-
 16    ment fund established in section 67-2914, Idaho Code.
 17        (2)  The project choice program fee shall be collected and deposited  pur-
 18    suant  to  subsection  (1) of this section for registrations for calendar year
 19    2007 and thereafter.
                                                                        
 20        SECTION 2.  That Section 49-402B, Idaho Code, be, and the same  is  hereby
 21    amended to read as follows:
                                                                        
 22        49-402B.  OPTIONAL  BIENNIAL REGISTRATION. (1) At the option of the appli-
 23    cant, any vehicle registered under the provisions of section 49-402(1) through
 24    (5), Idaho Code, may be registered for a period of two (2)  years  for  a  fee
 25    that is double the fee currently assessed for annual registration of the vehi-
 26    cle in section 49-402, Idaho Code.
 27        (2)  If  any  vehicle  registered under a special license plate program is
 28    registered for a two (2) year period as provided in this section,  the  regis-
 29    trant  shall  also  be required to pay the special programs fees for a two (2)
 30    year period.
 31        (3)  The additional fee collected for emergency medical services  pursuant
 32    to  section  49-452, Idaho Code, or project choice pursuant to section 49-454,
 33    Idaho Code, shall also be doubled for any registration issued under the provi-
 34    sions of this section.
 35        (4)  The administrative fee collected for issuance of a motor vehicle reg-
 36    istration shall be the same as for an annual registration  and  shall  not  be
 37    doubled  or in any way increased solely because of registration under the pro-
 38    visions of this section.
                                                                        
 39        SECTION 3.  This act shall be in full force and effect on and after  Janu-
 40    ary 1, 2007.

  1                                AMENDMENT TO SECTION 1
  2        On page 1 of the printed bill, following line 19, insert:
  3        "(3)  The project choice fee shall  be  used,  subject  to  appropriation,
  4    exclusively  for  the  purposes  of  creating a career ladder within the Idaho
  5    state police and to provide salaries to encourage the hiring and retention  of
  6    trained and qualified employees for Idaho state police positions.".
                                                                        
  7                                 CORRECTIONS TO TITLE
  8        On  page 1, in line 4, delete "AND TO PROVIDE" and insert: ", TO PROVIDE";
  9    and in line 5, following "APPLICATION" insert: "AND TO STATE THE  PURPOSES  OF
 10    THE FEE".

Statement of Purpose / Fiscal Impact

                       STATEMENT OF PURPOSE

                             RS 15905

This legislation will establish PROJECT CHOICE (CREATING HOPE,
OPPORTUNITIES, INCENTIVE for CAREER EMPLOYMENT)a career ladder
for the Idaho State Police.  The fund will be established by
assessing an additional $3.00 annual fee from each vehicle
registration to include trucks, cars, and motorcycles.
The fund will address the critical need of recruiting, training,
and retaining qualified Idaho State Troopers for the public
safety of Idaho citizens.  Currently, the Idaho State Police is
rapidly losing trained and qualified personnel to cities,
counties, and private business for better pay and benefits. 
PROJECT CHOICE is an enhancement that will begin to level the
playing field in law enforcement careers throughout the state.
The additional money to the dedicated fund will be approximately
$3.9 million dollars.
