Statement of Purpose / Fiscal Impact

                       STATEMENT OF PURPOSE

                             RS 16214

For purposes of selecting nominees for the Alfalfa and Clover
Seed Commission, Idaho code currently has two districts. With a
reduction in the number of producers and fewer counties involved
in production, it is becoming more difficult to find individuals
willing to serve on the Commission. By removing the district
requirement, finding individuals willing to serve and represent
the industry should become more manageable.

                           FISCAL NOTE

There is no impact to the general fund.
