  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE SOIL CONSERVATION COMMISSION FOR FISCAL YEAR 2007;
  3        LIMITING THE NUMBER OF  AUTHORIZED  FULL-TIME  EQUIVALENT  POSITIONS;  AND
  4        DIRECTING THE ALLOCATION OF SALARY SAVINGS.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  There is hereby appropriated to the Soil Conservation Commis-
  7    sion in the Department of Agriculture the following  amounts  to  be  expended
  8    according  to  the  designated  expense  classes from the listed funds for the
  9    period July 1, 2006, through June 30, 2007:

 29        SECTION 2.  In accordance with Section 67-3519, Idaho Code, the Soil  Con-
 30    servation  Commission  is  authorized  no more than twenty-four (24) full-time
 31    equivalent positions at any point during the period July 1, 2006, through June
 32    30, 2007, for the program specified in Section 1 of this act, unless  specifi-
 33    cally  authorized  by the Governor. The Joint Finance-Appropriations Committee
 34    will be notified promptly of any increased positions so authorized.
                                                                        
 35        SECTION 3.  The Soil Conservation Commission is hereby directed  to  allo-
 36    cate  salary  savings,  based  on  performance, to provide for employee salary
 37    needs before other operational budget priorities are considered. Where  appli-
 38    cable,  employees  whose salaries are below the midpoint of their pay grade or
 39    occupational groups with significant turnover rates shall be considered  first
 40    in the order of salary savings distributions.

This is the fiscal year 2007 appropriation to the Soil Conservation Commission in the amount of $4,980,700 of which $4,224,100 is from the General Fund, $254,100 is from dedicated funds, and $502,500 is from federal funds.
