]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 875 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE GENERAL FUND TO THE 3 ECONOMIC RECOVERY RESERVE FUND; APPROPRIATING ADDITIONAL MONEYS TO THE 4 DEPARTMENT OF PARKS AND RECREATION FOR FISCAL YEAR 2007 AND FISCAL YEAR 5 2008; DIRECTING THE EXPENDITURE OF FUNDS FOR CERTAIN PARK PROJECTS; 6 DIRECTING THAT MONEYS SHALL BE EXPENDED FOR THE EAGLE ISLAND STATE PARK 7 PLANNING COMMITTEE AND THE EASTERN IDAHO STATE PARK SEARCH COMMITTEE; 8 DIRECTING THAT MONEYS SHALL BE EXPENDED ON PARK REPAIRS AND MAINTENANCE; 9 DIRECTING THAT THE DEPARTMENT OF PARKS AND RECREATION REPORT TO THE JOINT 10 FINANCE-APPROPRIATIONS COMMITTEE; DIRECTING THAT THE EAGLE ISLAND STATE 11 PARK PLANNING COMMITTEE SHALL PRODUCE A COMPREHENSIVE PLAN FOR THE DEVEL- 12 OPMENT OF EAGLE ISLAND STATE PARK; ACKNOWLEDGING THAT NET PROCEEDS DERIVED 13 FROM EAGLE ISLAND STATE PARK'S NATURAL RESOURCES SHALL BE USED ON PARK 14 DEVELOPMENT AND IMPROVEMENTS; AND DECLARING AN EMERGENCY. 15 Be It Enacted by the Legislature of the State of Idaho: 16 SECTION 1. As soon as possible, but no later than June 1, 2006, the State 17 Controller shall transfer the sum of $11,500,000 from the General Fund to the 18 Economic Recovery Reserve Fund. 19 SECTION 2. In addition to any other appropriation provided by law, there 20 is hereby appropriated to the Department of Parks and Recreation the following 21 amounts to be expended for the designated program according to the designated 22 expense classes from the listed funds for the period July 1, 2006, through 23 June 30, 2008: 24 CAPITAL DEVELOPMENT: 25 FOR: 26 Operating Expenditures $ 2,000,000 27 Capital Outlay 24,500,000 28 TOTAL $26,500,000 29 FROM: 30 Economic Recovery Reserve Fund $11,500,000 31 Parks and Recreation Expendable Trust Fund 15,000,000 32 TOTAL $26,500,000 33 SECTION 3. Of the appropriated amount from the Economic Recovery Reserve 34 Fund in Section 2 of this act, at least $5,600,000 shall be expended upon 35 projects at the following state parks: Heyburn State Park, Castle Rocks State 36 Park and Harriman State Park. Further, of the appropriated amount from the 37 Economic Recovery Reserve Fund in Section 2 of this act, no more than 38 $1,500,000 shall be expended upon projects at Ponderosa State Park. Such 39 expenditures at Ponderosa State Park shall be consistent with maintaining 40 Ponderosa State Park as a natural park emphasizing improvements such as 41 campgrounds, day use facilities, a visitor/interpretive center, program area, 2 1 trails, trailhead facilities, picnic shelters or other similar day use 2 improvements. 3 SECTION 4. Of the appropriated amount from the Economic Recovery Reserve 4 Fund in Section 2 of this act, up to $1,000,000 shall be expended for the 5 Eagle Island State Park Planning Committee and for activities related to the 6 design and development of Eagle Island State Park. Of the appropriated amount 7 from the Economic Recovery Reserve Fund in Section 2 of this act, up to 8 $1,000,000 shall be expended for the Eastern Idaho State Park Search Committee 9 and activities related to obtaining and designing an Eastern Idaho State Park. 10 SECTION 5. Of the appropriated amount from the Economic Recovery Reserve 11 Fund in Section 2 of this act, up to $2,400,000 shall be expended on repairs 12 and maintenance on the several state parks as determined by the Park and Rec- 13 reation Board. 14 SECTION 6. Prior to the Park and Recreation Board adopting specific 15 improvement plans at Eagle Island State Park, at Ponderosa State Park, and 16 plans or proposals stemming from the Eastern Idaho State Park Search Commit- 17 tee, the department is directed to report to the Joint Finance-Appropriations 18 Committee during the committee's fall interim meeting. 19 SECTION 7. The Eagle Island State Park Planning Committee shall produce a 20 comprehensive plan for the development of Eagle Island State Park. Such plan 21 will show the amenities and infrastructure that shall best meet the long-term 22 needs of Treasure Valley and Idaho citizens. The plan shall include water 23 amenities in certain parts of the park that complement the long-term beauty, 24 aesthetics, and public use of the park. The Park and Recreation Board is 25 authorized to develop working groups to include, but not be limited to, the 26 Idaho Transportation Department and the Idaho Department of Lands, to deter- 27 mine the feasibility of using park natural resources to finance the develop- 28 ment of Eagle Island State Park. Once such feasibility is determined, the Park 29 and Recreation Board is authorized to implement the design and development of 30 improvements at Eagle Island State Park. 31 SECTION 8. The Legislature acknowledges that all net proceeds derived 32 from Eagle Island State Park's natural resources shall be used on developments 33 and improvements at Eagle Island State Park. 34 SECTION 9. An emergency existing therefor, which emergency is hereby 35 declared to exist, this act shall be in full force and effect on and after its 36 passage and approval.

This is the Experience Idaho appropriation for the Department of Parks and Recreation in the amount of $26,500,000 in dedicated funds. This appropriation will fund park improvements, repairs and maintenance, and planning at state parks across Idaho.
This is the Experience Idaho appropriation for the Department of Parks and Recreation in the amount of $26,500,000 in dedicated funds. This appropriation will fund park improvements, repairs and maintenance, and planning at state parks across Idaho. Of the total appropriation in this bill, $11,500,000 is from the Economic Recovery Reserve Fund and $15,000,000 is from other dedicated funds. Revenue for the latter will stem from use of natural resources located at Eagle Island State Park.
