]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 31 BY HEALTH AND WELFARE COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND ACKNOWLEDGING THE SERIOUSNESS OF SUI- 3 CIDE BY ENDORSING IDAHO'S SUICIDE PREVENTION PLAN AND SUPPORTING SAID 4 PLAN'S COMPREHENSIVE APPROACH. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, between 1999 and 2001, 559 Idahoans died from suicide; 7 WHEREAS, suicide is second only to unintentional injury as the leading 8 cause of death for Idahoans age fifteen to thirty-four years, and is the ninth 9 leading cause of death overall; 10 WHEREAS, Idaho has the seventh highest state per capita suicide rate in 11 the nation; 12 WHEREAS, there were an estimated 40 suicide attempts for every completed 13 suicide in Idaho during 2001; 14 WHEREAS, four out of five young people exhibited recognizable warning 15 signs of suicide prior to attempting suicide; 16 WHEREAS, Idaho's Suicide Prevention Plan was developed to address the 17 problem of suicide in Idaho; 18 WHEREAS, Idaho's Suicide Prevention Plan provides a guide for agencies, 19 organizations and individuals in developing specific plans of action in pre- 20 venting suicide at the state, regional and local levels; 21 WHEREAS, Idaho's Suicide Prevention Plan focuses on current Idaho activi- 22 ties and needs. 23 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 24 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and 25 the Senate concurring therein, that the state of Idaho acknowledges the seri- 26 ousness of the suicide crisis facing the state and the importance of suicide 27 prevention by endorsing Idaho's Suicide Prevention Plan. 28 BE IT FURTHER RESOLVED that the members of the Second Regular Session of 29 the Fifty-eighth Idaho Legislature, support Idaho's Suicide Prevention Plan's 30 comprehensive approach towards reducing the risk of both suicide attempts and 31 completions for all Idahoans through the efforts and coordination of all con- 32 cerned agencies, organizations, advocacy groups and individuals.
STATEMENT OF PURPOSE RS 15518 Idaho's suicide rate is consistently higher than that of the United States as a whole. The Idaho Suicide Plan was developed to address the problem of suicide in Idaho as a guide for agencies, organizations, and individuals. This resolution acknowledges the seriousness of the suicide crisis facing Idaho and supports the Idaho s Suicide Prevention Plan FISCAL NOTE There is no fiscal impact to the general fund.
