]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 32 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND DESIGNATING THE WEEK OF SEPTEMBER 10 3 THROUGH 16, 2006, AS BULLYING AWARENESS WEEK. 4 Be It Resolved by the Legislature of the State of Idaho: 5 WHEREAS, the school shooting on April 20, 1999, at Columbine High School 6 in Littleton, Colorado, during which fifteen students and a teacher were 7 killed and 23 other students were wounded, was an event set apart in our 8 hearts and memories; and 9 WHEREAS, it behooves each of us, as parents, students, educators and citi- 10 zens to recognize the lessons to be learned from this tragedy and identify 11 changes to prevent repetition; and 12 WHEREAS, many organizations, school districts, educators and parents have 13 publicly expressed concern about the bullying of children; and 14 WHEREAS, it is important that we acknowledge the serious issues and the 15 negative effects of bullying, including the long-term damage which may be 16 caused for our youth and the risks of teenage suicide; and 17 WHEREAS, playground observations identify that at least one incident of 18 bullying occurs every seven minutes; and 19 WHEREAS, bullying may consist of physical incidents of hitting, kicking, 20 or choking, verbal threats, teasing and taunting, or systematic exclusion from 21 activities; and 22 WHEREAS, providing a safe physical and emotional environment is a signifi- 23 cant goal and a personal responsibility of each individual; and 24 WHEREAS, in remembrance of the Columbine shootings, and as a symbol of our 25 year-round struggle against bullying, it is appropriate that we designate a 26 week to emphasize the importance of our endeavors. 27 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 28 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and 29 the Senate concurring therein, that, on behalf of the citizens of the state of 30 Idaho, the Legislature designates the week of September 10 through 16, 2006, 31 as Bullying Awareness Week.
