]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 34 BY HEALTH AND WELFARE COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE CONCERNING THE IMPACTS OF COLON CANCER ON 3 THE CITIZENS OF IDAHO AND DECLARING THE MONTH OF MARCH AS "COLORECTAL CAN- 4 CER AWARENESS MONTH." 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, colorectal cancer in the United States is the second leading 7 cause of cancer deaths in men and women combined; and 8 WHEREAS, it is estimated that in 2006, over 147,000 new cases of 9 colorectal cancer will be diagnosed in the United States; and 10 WHEREAS, in 2006, the disease is expected to kill nearly 57,000 individu- 11 als in this country; and 12 WHEREAS, in 2005, there were approximately 540 new colorectal cancer cases 13 diagnosed in Idaho; and 14 WHEREAS, screening for colorectal cancer is underutilized, and less than 15 50% of the individuals over the age of 50 years receive annual screenings for 16 colorectal cancer; and 17 WHEREAS, regular screenings can save lives by detecting polyps that lead 18 to colorectal cancer; and 19 WHEREAS, the benefits of early detection of colorectal cancer are dra- 20 matic, with a 5-year survival rate of 90% when it is found at an early stage 21 and 66% when it has spread only to nearby organs or lymph nodes; and 22 WHEREAS, currently, only 38% of colon cancers are found at the earliest 23 and most treatable stages and the 5-year survival rate is less than 10% when 24 found at later stages; and 25 WHEREAS, the American Cancer Society is taking a leadership role in 26 educating the public on the methods of prevention and symptoms for early 27 detection; and 28 WHEREAS, the state and federal governments have a leadership role to play 29 in fighting colon cancer through public education and improved awareness of 30 early detection through screening. 31 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 32 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and 33 the Senate concurring therein, that we join in the designation of March 2006, 34 as "Colorectal Cancer Awareness Month" and urge all citizens to recognize the 35 importance of colon cancer screening and early detection in fighting this 36 deadly disease.
STATEMENT OF PURPOSE RS 15975 The purpose of this concurrent resolution is to declare the month of March 2006 as Colorectal Cancer Awareness Month and to urge individuals to understand the importance of colon cancer screenings for men and women ages 50 and older. The detection and removal of growths, called "polyps" prevents the development of colorectal cancer, and with detection of colon cancer in the early (localized) stage, the five-year survival rate is approximately 90%. In 2004, according to the Cancer Data Registry of Idaho, 194 Idahoans died from colon cancer. FISCAL IMPACT There is no fiscal impact.
