AMERICAN FARMERS AND RANCHERS - FREE TRADE - Stating findings of the
Legislature and urging that American farmers, ranchers and food producers
be enabled to compete freely and trade fairly in foreign markets on a
strictly level playing field; urging that foreign countries wishing to
participate in markets that lie within the boundaries of the United States
be held to the same standards as American producers and food processors;
and encouraging the education of the general public as to the importance of
the role agriculture plays in the development of society, recognizing that
such public education is critical in the preservation and strengthening of
the family farm unit and the overall preservation and strengthening of the

  1                                   A JOINT MEMORIAL
  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the House of Representatives and the Senate of  the
  6    State  of  Idaho  assembled  in the Second Regular Session of the Fifty-eighth
  7    Idaho Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS, since the beginning of time, the ability of man to provide  food,
  9    fiber,  and fuel for himself and others has determined his independence, free-
 10    dom, and security; and
 11        WHEREAS, when man began to colonize, the strength of each and every colony
 12    was directly related to his ability to provide a safe and reliable  source  of
 13    food, fiber, and fuel for his people; and
 14        WHEREAS,  when  nations began to form, only nations with such ability rose
 15    to the top and since then many have fallen because they lost such ability; and
 16        WHEREAS, agriculture is and will continue to be a  fundamental  and  vital
 17    industry in Idaho, our nation, and the entire world; and
 18        WHEREAS,  a  strong  and  viable agricultural industry is a very important
 19    part of our national security and overall well-being; and
 20        WHEREAS, the primary source of funding  for  building  schools,  roadways,
 21    fire  stations, and providing police protection in our rural communities comes
 22    from the taxes generated by agriculture and other natural resource industries;
 23    and
 24        WHEREAS, American farmers, ranchers, and food processors are held by  fed-
 25    eral, state, and local laws to meet the highest standards in the world when it
 26    comes  to environmental protection, worker safety, wage rates, and food safety
 27    concerns; and
 28        WHEREAS, the family farm unit is the foundation of agriculture and one  of
 29    the basic strengths of this nation.
 30        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 31    sion of the Fifty-eighth Idaho Legislature, the House of  Representatives  and
 32    the  Senate  concurring therein, that we urge that American farmers, ranchers,
 33    and food processors be enabled to compete freely and trade fairly  in  foreign
 34    markets on a strictly level playing field.
 35        BE IT FURTHER RESOLVED, that because of the importance of the standards to
 36    which  American  producers  and  food processors are held, primarily standards
 37    concerning food safety, we urge that foreign countries wishing to  participate
 38    in  markets that lie within the boundaries of the United States be held to the
 39    same standards.
 40        BE IT FURTHER RESOLVED, when determining the economic values  of  interna-
 41    tional  trade  agreements, we urge that these standards be quantified and con-
 42    sidered in such determinations.
 43        BE IT FURTHER RESOLVED, that we encourage the  education  of  the  general
 44    public  as  to the importance of the role agriculture plays in the development

  1    of a society, recognizing that such public education is critical in the  pres-
  2    ervation  and  strengthening of the family farm unit and the overall preserva-
  3    tion and strengthening of the agricultural industry itself.
  4        BE IT FURTHER RESOLVED that the Chief Clerk of the  House  of  Representa-
  5    tives  be, and she is hereby authorized and directed to forward a copy of this
  6    Memorial to the President of the Senate and the Speaker of the House of Repre-
  7    sentatives of Congress, and  the  congressional  delegation  representing  the
  8    State of Idaho in the Congress of the United States.

                       STATEMENT OF PURPOSE

                            RS 15831

This Joint Memorial is urging that American agriculture be able
to compete freely and trade fairly on a level playing field. 
This entails that all foreign countries doing business with the
United States be held to the same standards for which American
farmers must comply.  It also encourages that the general public
be educated about the important role that agriculture plays in
our society.
