]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE HOUSE OF REPRESENTATIVES HOUSE JOINT MEMORIAL NO. 22 BY WAYS AND MEANS COMMITTEE 1 A JOINT MEMORIAL 2 TO THE PRESIDENT OF THE UNITED STATES, THE SENATE AND HOUSE OF REPRESENTATIVES 3 OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE CONGRESSIONAL DELE- 4 GATION REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF THE UNITED 5 STATES, TO THE DIRECTOR-GENERAL OF THE WORLD HEALTH ORGANIZATION AND THE 6 REPRESENTATIVE OF THE TAIPEI ECONOMIC AND CULTURAL REPRESENTATIVE OFFICE 7 IN THE UNITED STATES. 8 We, your Memorialists, the House of Representatives and the Senate of the 9 State of Idaho assembled in the Second Regular Session of the Fifty-eighth 10 Idaho Legislature, do hereby respectfully represent that: 11 WHEREAS, direct and unobstructed participation in international health 12 cooperation forums and programs is crucial for all parts of the world, espe- 13 cially with today's greater potential for the cross-border spread of various 14 infectious diseases such as AIDS; and 15 WHEREAS, Taiwan's achievements in the field of health care are substan- 16 tial, including life expectancy levels that are some of the highest in Asia, 17 maternal and infant mortality rates that are comparable to those of western 18 countries, free hepatitis B vaccinations for children and the eradication of 19 polio, cholera, smallpox and the plague; and 20 WHEREAS, the Centers for Disease Control and Prevention and its Taiwanese 21 counterpart have enjoyed close collaboration on a wide range of public health 22 issues; and 23 WHEREAS, in recent years Taiwan has expressed a willingness to assist 24 financially and technically, the international aid and health activities sup- 25 ported by the World Health Organization; and 26 WHEREAS, Taiwan's population of twenty-three million is larger than that 27 of seventy-five percent of World Health Organization member states; and 28 WHEREAS, the United States, in its 1994 Taiwan Policy Review, declared its 29 intention to support Taiwan's participation in appropriate international orga- 30 nizations; and 31 WHEREAS, Taiwan's participation in the World Health Organization could 32 bring many benefits to the state of health, not only in Taiwan, but also 33 regionally and globally. 34 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 35 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and 36 the Senate concurring therein, that we support the participation by Taiwan in 37 a meaningful and appropriate way in the World Health Organization. 38 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa- 39 tives be, and she is hereby authorized and directed to forward a copy of this 40 Memorial to the President of the United States, to the President of the Senate 41 and the Speaker of the House of Representatives of Congress, and the congres- 42 sional delegation representing the State of Idaho in the Congress of the 43 United States, to the Director-General of the World Health Organization and 44 the representative of the Taipei Economic and Cultural Representative Office 2 1 in the United States.
STATEMENT OF PURPOSE RS 16203 The purpose of this Joint Memorial is to request the Idaho Congressional Delegation and the U.S. Congress support the participation of Taiwan in the World Health Organization in a meaningful and appropriate way. Taiwan achievements in the field of health care are substantial; they have enjoyed close collaboration with the Centers for Disease Control; and they are willing to assist financially and technically the World Health Organization.
