1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE DIVISION OF VETERANS SERVICES WITHIN
3 THE DEPARTMENT OF SELF-GOVERNING AGENCIES FOR FISCAL YEAR 2006; REDUCING
4 THE GENERAL FUND APPROPRIATION FOR THE DIVISION OF VETERANS SERVICES
5 WITHIN THE DEPARTMENT OF SELF-GOVERNING AGENCIES FOR FISCAL YEAR 2006; AND
6 DECLARING AN EMERGENCY.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. In addition to the appropriation made in Section 1, Chapter
9 373, Laws of 2005, there is hereby appropriated to the Division of Veterans
10 Services within the Department of Self-governing Agencies the following
11 amounts to be expended from the listed funds for the period July 1, 2005,
12 through June 30, 2006:

14 Miscellaneous Revenue Fund $2,872,500
15 Federal Grant Fund 154,200
16 TOTAL $3,026,700
17 SECTION 2. Notwithstanding any other provision of the law to the con-
18 trary, the total appropriation of General Fund moneys to the Division of Vet-
19 erans Services within the Department of Self-governing Agencies in Section 1,
20 Chapter 373, Laws of 2005, is hereby reduced by $545,900 for the period July
21 1, 2005, through June 30, 2006.
22 SECTION 3. An emergency existing therefor, which emergency is hereby
23 declared to exist, this act shall be in full force and effect on and after its
24 passage and approval.

By using Medicaid and self-pay receipts, and federal Veterans Administration per diem, the Division is able to return General Funds to the state treasury and realign its revenue to the projected expenditure level necessary to safely operate three nursing facilities, the Office of Veterans Advocacy, and the Veterans Cemetery.
