STATEMENT OF PURPOSE RS 15843 This bill would add two new district judges. One would be in the First Judicial District and have resident chambers in Kootenai County; the other would be in the Third Judicial District and have resident chambers in Canyon County. These would be the first new district judge positions in Idaho since 1998. No district judge positions have been added in the First Judicial District since 1997, and none in the Third Judicial District since 1996. Since that time, the judiciary has been able to keep pace with the increasing caseload by the use of senior judges and by having active judges assigned to cases in districts other than their own when required. Idaho's increasing population since 1995, up more than 40 percent in Kootenai County and more than 51 percent in Canyon County and the corresponding demands on the court system have now made it necessary to add judgeships. After reviewing caseloads throughout the state, the Supreme Court has determined that the need is most acute in the First and Third Judicial Districts. FISCAL NOTE The salary and benefits for two district judge positions and other costs, including salary and benefits for two court reporters, would total approximately $380,000 in general funds.
