  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE OFFICE OF THE GOVERNOR FOR THE OFFICE  OF  SPECIES
  3        CONSERVATION FOR FISCAL YEAR 2008; LIMITING THE NUMBER OF FULL-TIME EQUIV-
  4        ALENT  POSITIONS;  DIRECTING  THE DISTRIBUTION OF THE FUNDING FOR EMPLOYEE
  5        COMPENSATION; DIRECTING THE ALLOCATION OF SALARY  SAVINGS;  AND  DIRECTING
  6        THE  ADMINISTRATOR  OF  THE OFFICE OF SPECIES CONSERVATION TO MAKE CERTAIN
  7        MONEYS AVAILABLE TO THE ANIMAL DAMAGE CONTROL BOARD FOR WOLF MANAGEMENT.
                                                                        
  8    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  9        SECTION 1.  There is hereby appropriated to the Office of the Governor for
 10    the Office of Species  Conservation  the  following  amounts  to  be  expended
 11    according  to  the  designated  expense  classes from the listed funds for the
 12    period July 1, 2007, through June 30, 2008:

 24        SECTION 2.  In accordance with Section 67-3519, Idaho Code, the Office  of
 25    Species  Conservation  is authorized no more than six (6) full-time equivalent
 26    positions at any point during the period July 1, 2007, through June 30,  2008,
 27    for the program specified in Section 1 of this act, unless specifically autho-
 28    rized  by  the  Governor.  The  Joint Finance-Appropriations Committee will be
 29    notified promptly of any increased positions so authorized.
                                                                        
 30        SECTION 3.  Agencies and institutions shall  distribute  the  funding  for
 31    employee compensation based on merit as follows:
 32        (a)  Agencies  and  institutions  are  directed to, based on merit, target
 33        funding first toward high turnover classifications and  individuals  below
 34        midpoint within their agency.
 35        (b)  Agencies  and  institutions  are  directed to, based on merit, target
 36        funding second toward positions within their agency that are below  ninety
 37        percent (90%) of the Compa-Ratio.
 38        (c)  Agencies  and institutions are directed to target any remaining fund-
 39        ing based on merit using the merit matrix required by Idaho Code.
 40    Agencies and institutions shall create compensation and distribution plans  to
 41    ensure  that  they  are  consistent with the policies contained herein. Agency
 42    directors and institutional presidents shall approve all compensation and dis-

  1    tribution plans and ensure that implementation of the plans is consistent with
  2    policies contained herein. Each agency  and  institution  shall  forward,  for
  3    informational  purposes,  approved copies of the compensation and distribution
  4    plans to the Legislative Services Office and the Division of Financial Manage-
  5    ment by June 1, 2007. The effective date of implementation of  ongoing  salary
  6    adjustments shall be June 17, 2007.
                                                                        
  7        SECTION 4.  The Office of Species Conservation is hereby directed to allo-
  8    cate  salary  savings,  based  on  performance, to provide for employee salary
  9    needs before other operational budget priorities are considered. Where  appli-
 10    cable,  employees  whose salaries are below the midpoint of their pay grade or
 11    occupational groups with significant turnover rates shall be considered  first
 12    in the order of salary savings distributions.
                                                                        
 13        SECTION 5.  Of moneys made available from the United States Fish and Wild-
 14    life  Service  for  the  purpose of managing wolves in the state of Idaho, the
 15    Administrator of the Office of Species Conservation shall make $45,000  avail-
 16    able  to the Animal Damage Control Board through the Idaho State Department of
 17    Agriculture for the period July 1, 2007, through June  30,  2008.  The  Animal
 18    Damage Control Board shall use said moneys expressly for the purpose of manag-
 19    ing wolves.

This is the fiscal year 2008 appropriation to the Office of Species Conservation in the Governor’s Office in the amount of $8,000,300. It includes Legislative Intent directing the Administrator of the Office of Species Conservation to make $45,000 of certain federal grants available to the Animal Damage Control Board for the purpose of managing wolves.
