1 AN ACT
2 APPROPRIATING MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE FOR THE SERVICE
3 INTEGRATION PROGRAM FOR FISCAL YEAR 2008; LIMITING THE NUMBER OF FULL-TIME
4 EQUIVALENT POSITIONS; PROVIDING THAT THE STATE CONTROLLER SHALL MAKE
5 TRANSFERS FROM THE GENERAL FUND; DIRECTING THAT FUNDS FOR TRUSTEE AND BEN-
6 EFIT PAYMENTS SHALL NOT BE TRANSFERRED; DIRECTING THE DISTRIBUTION OF THE
7 FUNDING FOR EMPLOYEE COMPENSATION; AND DIRECTING THE ALLOCATION OF SALARY
8 SAVINGS.
9 Be It Enacted by the Legislature of the State of Idaho:
10 SECTION 1. There is hereby appropriated to the Department of Health and
11 Welfare for the Service Integration Program the following amounts to be
12 expended according to the designated expense classes from the listed funds for
13 the period July 1, 2007, through June 30, 2008:

29 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Department
30 of Health and Welfare is authorized no more than twenty-seven (27) full-time
31 equivalent positions for the Service Integration Program during the period
32 July 1, 2007, through June 30, 2008. Transfers of full-time equivalent posi-
33 tions between appropriated programs within the department are authorized and
34 shall be reported in the budget prepared for the next fiscal year. Any full-
35 time equivalent positions in excess of the department's total cap may be
36 authorized only by the Governor and promptly reported to the Joint Finance-
37 Appropriations Committee.
38 SECTION 3. As appropriated the State Controller shall make transfers of
39 the General Fund to the Cooperative Welfare Fund, periodically, as requested
40 by the director of the Department of Health and Welfare and approved by the
41 Board of Examiners.

1 SECTION 4. Notwithstanding the provisions of Section 67-3511, Idaho Code,
2 funds budgeted in the trustee and benefit payments expenditure object code
3 shall not be transferred to any other objects within the program budget during
4 fiscal year 2008.
5 SECTION 5. Agencies and institutions shall distribute the funding for
6 employee compensation based on merit as follows:
7 (a) Agencies and institutions are directed to, based on merit, target
8 funding first toward high turnover classifications and individuals below
9 midpoint within their agency.
10 (b) Agencies and institutions are directed to, based on merit, target
11 funding second toward positions within their agency that are below ninety
12 percent (90%) of the Compa-Ratio.
13 (c) Agencies and institutions are directed to target any remaining fund-
14 ing based on merit using the merit matrix required by Idaho Code.
15 Agencies and institutions shall create compensation and distribution plans to
16 ensure that they are consistent with the policies contained herein. Agency
17 directors and institutional presidents shall approve all compensation and dis-
18 tribution plans and ensure that implementation of the plans is consistent with
19 policies contained herein. Each agency and institution shall forward, for
20 informational purposes, approved copies of the compensation and distribution
21 plans to the Legislative Services Office and the Division of Financial Manage-
22 ment by June 1, 2007. The effective date of implementation of ongoing salary
23 adjustments shall be June 17, 2007.
24 SECTION 6. The Department of Health and Welfare is hereby directed to
25 allocate salary savings, based on performance, to provide for employee salary
26 needs before other operational budget priorities are considered. Where appli-
27 cable, employees whose salaries are below the midpoint of the pay grade or
28 occupational groups with significant turnover rates shall be considered first
29 in the order of salary savings distributions.
