  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE OFFICE OF THE GOVERNOR FOR THE MILITARY
  3        DIVISION FOR FISCAL YEAR 2008; AND EXPRESSING LEGISLATIVE INTENT REGARDING
  4        THE USE OF THE APPROPRIATION.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  In addition to any other appropriation provided by law,  there
  7    is hereby appropriated to the Office of the Governor for the Military Division
  8    the  following  amounts  to  be  expended for the designated program  from the
  9    listed funds for the period July 1, 2007, through June 30, 2008, for the  pur-
 10    pose of improving public safety interoperable communications:

 16        SECTION  2.  It  is  the  intent of the Idaho Legislature that all General
 17    Fund moneys appropriated to the Office of the Governor for the Military  Divi-
 18    sion  to  match  the public safety interoperable communications grant, for the
 19    period July 1, 2007, through June 30, 2008, be used exclusively for that  pur-
 20    pose.  The  distribution  of moneys, as appropriated in Section 1 of this act,
 21    shall be determined through the Office of the Governor by the Idaho  Statewide
 22    Interoperability  Executive Council, using established grant processes through
 23    the Bureau of Homeland Security. Funding shall be used to provide  the  neces-
 24    sary  infrastructure  for  building  an interoperable public safety and public
 25    services communication system for the benefit of all Idahoans.  Any  unmatched
 26    General  Funds, in whole, or in part, shall be reverted to the General Fund on
 27    or before December 31, 2007.

Fiscal Note

This legislation provides an additional fiscal year 2008 appropriation for the Military Division for the purpose of matching a public safety interoperable communications grant. The bill appropriates $3,000,000 from the General Fund and $12,000,000 in federal matching funds for a total of $15,000,000.
