  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE THAT THE STATE OF IDAHO  IS  COMMITTED  TO
  3        PRINCIPLES  OF  HUMAN  RIGHTS AND RECOGNIZES THE UNIQUE VALUE OF THE HUMAN
  4        CHARACTER IN ITS GREAT DIVERSITY AND WEALTH OF VARIETY.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS, the Governor of the State of Idaho, the  Honorable  Butch  Otter,
  7    stated in Congress during debates on the Patriot Act his commitment to princi-
  8    ples of human rights; and
  9        WHEREAS, it is appropriate that the Legislature recognize this commitment,
 10    and in addition that we add the observations of the membership of the Legisla-
 11    ture on behalf of the people of Idaho; and
 12        WHEREAS,  Idaho is a state where the industry and courage of every citizen
 13    is valued and the contributions of individuality and good character are recog-
 14    nized; and
 15        WHEREAS, on behalf of the citizens, the Idaho Legislature made  a  compre-
 16    hensive  commitment  to human rights within the enactment of the Commission on
 17    Human Rights which states in part that the Commission is established to ". . .
 18    secure for all  individuals  within  the  state  freedom  from  discrimination
 19    because of race, color, religion, sex or national origin or disability in con-
 20    nection  with  employment,  public  accommodations, and real property transac-
 21    tions, discrimination because of race, color, religion, sex or national origin
 22    in connection with education, discrimination because of age in connection with
 23    employment, and thereby to protect their interest in personal dignity, to make
 24    available to the state their full productive capacities . . ."; and
 25        WHEREAS, the Legislature continues to  further  the  commitment  to  human
 26    rights  and to act upon this commitment in legislation which supports programs
 27    to further the opportunities of all Idaho citizens; and
 28        WHEREAS, citizens of Idaho have endured an unwarranted,  unfavorable  bar-
 29    rage of publicity related to certain opinions held by a small minority of per-
 30    sons  who  claim  Idaho as their home, but whose opinions we strongly denounce
 31    and state without reservation that they are not representative of the  opinion
 32    of the true citizenry of Idaho.
 33        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 34    of  the  Fifty-ninth  Idaho  Legislature, the House of Representatives and the
 35    Senate concurring therein, that on behalf of the citizens of Idaho, the Legis-
 36    lature joins with the Honorable Governor of the State  of  Idaho,  proclaiming
 37    our  commitment  to  the principles of human rights. We acknowledge the unique
 38    value of the human character in its great diversity and wealth of variety.

                       STATEMENT OF PURPOSE

This resolution states the findings of the Legislature that the
State of Idaho is committed to principles of human rights and
recognizes the unique value of the human character in its great
diversity and wealth of variety.

There will be no fiscal impact to the General Fund.
