]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature First Regular Session - 2007IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 12 BY RESOURCES AND CONSERVATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF NATURAL RESOURCE 4 ISSUES. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, the First Regular Session of the Fifty-eighth Idaho Legislature 7 adopted House Concurrent Resolution No. 25 which authorized the appointment of 8 a committee to undertake and complete a two-year study of natural resource 9 issues, including issues relating to water, throughout the state of Idaho; and 10 WHEREAS, the committee's official term expired on November 30, 2006, and 11 numerous natural resource-related issues continue to pose concerns for the 12 future of Idaho and the quality of life our citizens enjoy including, but not 13 limited to, the stabilization of the water distribution system. 14 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 15 of the Fifty-ninth Idaho Legislature, the House of Representatives and the 16 Senate concurring therein, that the Legislative Council is authorized to 17 appoint a committee to undertake and complete a study of natural resource 18 issues of importance to the state of Idaho. The committee shall consist of ten 19 legislators, with five from the Senate and five from the House of Representa- 20 tives. The Legislative Council shall authorize the committee to receive input, 21 advice and assistance from interested and affected parties who are not members 22 of the Legislature. 23 BE IT FURTHER RESOLVED that the Legislative Council is authorized, in the 24 event it deems necessary, to expand membership of the committee to continue to 25 study and evaluate ways to stabilize the water distribution system in Idaho. 26 BE IT FURTHER RESOLVED that the cochairmen of the committee are authorized 27 to appoint advisors with technical expertise in the water supply arena and are 28 expected to receive input from stakeholders in the water rights system of 29 Idaho to attempt to stabilize the water delivery system in this state. 30 BE IT FURTHER RESOLVED that any advisors to the committee who are not leg- 31 islative members shall not be reimbursed from legislative funds for per diem, 32 mileage or other expenses and shall not have voting privileges regarding the 33 committee's recommendations and proposed legislation. 34 BE IT FURTHER RESOLVED that the committee shall make a progress report to 35 the Second Regular Session of the Fifty-ninth Idaho Legislature and shall make 36 a report detailing its findings, recommendations and proposed legislation, if 37 any, to the First Regular Session of the Sixtieth Idaho Legislature.
STATEMENT OF PURPOSE RS 16891 This resolution would authorize the Legislative Council to continue an interim committee to undertake studies of natural resource issues, particularly those water resources of the state. FISCAL NOTE If this resolution is adopted by the Legislature and the committee is continued by Legislative Council, any necessary legislator travel and per diem expense would be paid from the existing legislative appropriation to the Senate and the House of Representatives. Funding for staff support and expenses would be provided from the existing appropriation to the Legislative Council for the Legislative Services office. There would be no additional impact upon the state general fund as a result of this resolution.
