  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND ENCOURAGING THE  IDAHO  DEPARTMENT  OF
  3        HEALTH  AND WELFARE AND THE IDAHO DEPARTMENT OF EDUCATION TO WORK TOGETHER
  4        TO DEVELOP EARLY CHILDHOOD LEARNING STANDARDS AND  ENCOURAGING  THE  IDAHO
  5        DEPARTMENT OF HEALTH AND WELFARE TO REVISE THE IDAHO CHILD CARE AND DEVEL-
  6        OPMENT  FUND  PROGRAM  SO THAT FEDERAL MONEYS MAY BE USED TO PURCHASE HIGH
  7        QUALITY CHILD CARE WITH DOCUMENTED EDUCATIONAL COMPONENTS AND TO DEVELOP A
  8        TIERED REIMBURSEMENT SYSTEM LINKED TO A QUALITY  RATING  SYSTEM  FOR  PRE-
  9        SCHOOL CHILD CARE PROVIDERS.
                                                                        
 10    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
 11        WHEREAS,  the  training  and  education  that children receive before they
 12    enter the public education system is critical in  improving  their  likelihood
 13    for future success; and
 14        WHEREAS,  all  children  deserve  the  right to be cared for in a safe and
 15    enriching environment; and
 16        WHEREAS, an increasing number of children spend at least part of  the  day
 17    in the care of someone other than the child's parent or guardian; and
 18        WHEREAS, there is currently no way for Idaho parents and guardians to dif-
 19    ferentiate between providers of preschool child care; and
 20        WHEREAS, parents deserve the right to know the quality of care their chil-
 21    dren receive while enrolled in preschool child care programs; and
 22        WHEREAS,  accurate and easily accessible information is essential for con-
 23    sumers of any product, including early childhood care services, to make  sound
 24    choices; and
 25        WHEREAS,  experience  has shown that competition in the marketplace serves
 26    to decrease cost while improving quality and innovation; and
 27        WHEREAS, high quality early childhood education programs have  been  shown
 28    to  produce broad, long-term societal benefits, including increased employment
 29    and associated tax revenue, reduced crime and reduced dependency on the social
 30    welfare system; and
 31        WHEREAS, the state of Idaho, by  utilizing  the  federal  Child  Care  and
 32    Development Fund to encourage high quality preschool child care and education,
 33    can promote the creation of strong preschool child care programs with valuable
 34    educational components; and
 35        WHEREAS,  the Idaho Department of Health and Welfare is the "flow through"
 36    agency for the federal Child Care and Development Fund; and
 37        WHEREAS, reimbursement rates paid to preschool child care programs  should
 38    be  tied  to  a  tiered reimbursement system that distinguishes between two or
 39    more levels of preschool child care quality  ranging  from  minimum  licensing
 40    requirements to higher standards of national accreditation; and
 41        WHEREAS,  the  Idaho  Department of Education has the expertise to develop
 42    standards for early childhood education.
 43        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 44    of the Fifty-ninth Idaho Legislature, the House  of  Representatives  and  the

  1    Senate concurring therein, that the Idaho Department of Health and Welfare and
  2    the  Idaho  Department of Education are encouraged to work together to develop
  3    early childhood learning standards.
  4        BE IT FURTHER RESOLVED, that the Idaho Department of Health and Welfare is
  5    encouraged to revise the Idaho Child Care and Development Fund  plan  so  that
  6    federal moneys may be used to purchase high quality child care with documented
  7    educational  components and to develop a tiered reimbursement system linked to
  8    a quality rating system for preschool child care providers.

                       STATEMENT OF PURPOSE

                             RS 16939

This resolution tasks the Department of Education and Department
of Health and Welfare to work together to establish early
childhood learning standards.  The Department of Health and
Welfare can then use these standards and other criteria in
developing a quality rating system for the evaluation of child
care facilities.  This quality rating system would enable all
Idaho parents to compare child care providers before enrolling
their children, thus providing parental choice.
