]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature First Regular Session - 2007IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 22 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING LEGISLATIVE FINDINGS AND ENCOURAGING PUBLIC AND PRIVATE SCHOOLS AND 3 PUBLIC AND PRIVATE INSTITUTIONS OF HIGHER EDUCATION IN IDAHO TO RECOGNIZE 4 OCTOBER AS "DISABILITY HISTORY MONTH" AND TO PROVIDE INSTRUCTION AND 5 EVENTS RELATED THERETO. 6 Be It Resolved by the Legislature of the State of Idaho: 7 WHEREAS, in order to ensure the full inclusion of people with disabilities 8 into society, it is necessary to expand the public's knowledge, awareness and 9 understanding of the history of people with disabilities and the disability 10 rights movement; and 11 WHEREAS, a 2005 study conducted by Boise State University on behalf of the 12 Idaho Independent Living Council found that approximately 45% of the house- 13 holds in Idaho include at least one person with a disability; and 14 WHEREAS, the disability rights movement is a civil rights movement that is 15 an important part of the history of this state and country; and 16 WHEREAS, October is recognized nationally as Disability Awareness Month; 17 and 18 WHEREAS, there is a need to include instruction on disability history, 19 people with disabilities and the disability rights movement into the existing 20 public school curriculum; and 21 WHEREAS, there is a need to increase the awareness and understanding of 22 the history and contributions of people with disabilities in this state, the 23 nation and worldwide by designating the annual observation of the month of 24 October as "Disability History Month"; and 25 WHEREAS, by designating October as "Disability History Month," students 26 and the public will have the opportunity to learn about the history and con- 27 tributions of people with disabilities. 28 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 29 of the Fifty-ninth Idaho Legislature, the House of Representatives and the 30 Senate concurring therein, that the public and private schools and the public 31 and private institutions of higher education in Idaho are encouraged to recog- 32 nize October as "Disability History Month" and to provide as part of that rec- 33 ognition, instruction on disability history, people with disabilities and the 34 disability rights movement. Public and private schools and public and private 35 institutions of higher education are encouraged to integrate this instruction 36 into the existing school curriculum by such activities as supplementing exist- 37 ing lesson plans and holding school assemblies or other school-related activi- 38 ties with guest speakers.
STATEMENT OF PURPOSE RS 17045 Establishing Disability History Month will increase the awareness and understanding of the history and contributions of people with disabilities and the disability rights movement among the general population. This Concurrent Resolution will encourage public and private schools to designate the month of October as ~Disability History Month and to provide instruction on disability history, people with disabilities, and the disability rights movement without creating a burden, fiscal or otherwise; and encourage activities that provide education, awareness and understanding of disability history. This Concurrent Resolution will increase understanding, respect, promote acceptance and inclusion, inspire students with disabilities to keep trying to achieve their goals and to feel a sense of pride.
