PRESCHOOL CHILDREN - PARENTS - Stating findings of the Legislature and
encouraging the Idaho State Board of Education, through the Idaho
Department of Education  and the Idaho public school districts, to promote
and advance programs that help the parents' ability to communicate, train
and interact positively with their children under five years of age, and
further encouraging the board, through the department, to develop and
widely publicize, through the department's website and such other means as
may be appropriate, a description of the skills and knowledge, easily
understood by the parents, that each prospective kindergarten child needs
to know before that child enters school, so that parents can help prepare

  2    STATING FINDINGS OF THE LEGISLATURE AND ENCOURAGING THE IDAHO STATE  BOARD  OF
  3        EDUCATION, THROUGH THE IDAHO DEPARTMENT OF EDUCATION, AND THE IDAHO PUBLIC
  4        SCHOOL  DISTRICTS  TO  PROMOTE AND ADVANCE PROGRAMS THAT HELP THE PARENTS'
  5        ABILITY TO COMMUNICATE, TRAIN AND INTERACT POSITIVELY WITH THEIR  CHILDREN
  6        UNDER  THE  AGE OF FIVE YEARS, RATHER THAN TO PROVIDE PROGRAMS DIRECTLY TO
  7        THE CHILDREN, EXCEPT FOR THOSE UNUSUAL SITUATIONS  IDENTIFIED  BY  FEDERAL
  8        LAW  DEALING  WITH  HIGHLY DISADVANTAGED CHILDREN, AND FURTHER ENCOURAGING
  9        THE BOARD, THROUGH  THE  DEPARTMENT,  TO  DEVELOP  AND  WIDELY  PUBLICIZE,
 10        THROUGH  THE DEPARTMENT'S WEBSITE AND SUCH OTHER MEANS AS MAY BE APPROPRI-
 11        ATE, A DESCRIPTION OF THE SKILLS AND KNOWLEDGE, EASILY UNDERSTOOD  BY  THE
 12        PARENTS,  THAT  EACH  PROSPECTIVE  KINDERGARTEN CHILD NEEDS TO KNOW BEFORE
 13        THAT CHILD ENTERS SCHOOL, SO THAT PARENTS CAN HELP PREPARE THEIR  CHILDREN
 14        FOR SUCCESS IN A SCHOOL SETTING.
                                                                        
 15    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
 16        WHEREAS, the primary responsibility to see that children are trained, edu-
 17    cated  and  prepared for life rests squarely upon the shoulders of the parents
 18    who brought them into this world; and
 19        WHEREAS, the parents are the first and most important  teachers  of  their
 20    children; and
 21        WHEREAS,  early  childhood  education is absolutely essential for each and
 22    every child; and
 23        WHEREAS, all children deserve rich, diverse and  individualized  childhood
 24    experiences that can best be given in one-on-one interactions with compassion-
 25    ate, loving and concerned mothers and fathers; and
 26        WHEREAS,  private preschools, Montessori schools, mother groups, concerned
 27    parents and a variety of other options exist to give rich experiences to young
 28    children; and
 29        WHEREAS, the strength of the family unit is a predictor of future individ-
 30    ual and social happiness; and
 31        WHEREAS, a truly well rounded education includes  instruction  in  ethics,
 32    morality,  personal  discipline and religion that can best be done in the home
 33    and should be done in the home; and
 34        WHEREAS, the greatest happiness is usually found in the home  through  the
 35    development of a family culture, and this family culture is most easily passed
 36    from one generation to another by interaction within the home in family activ-
 37    ities  between  children  and  parents, grandparents and other extended family
 38    members; and
 39        WHEREAS, the greatest indicator of student achievement in a school setting
 40    is the involvement level and education of the parents; and
 41        WHEREAS, responsibility is a principle of power, and the responsibility to
 42    train children under five years of age should not be usurped by the state; and
 43        WHEREAS, the state should encourage  and  support  parents  in  fulfilling
 44    their responsibilities in early childhood education; and

  1        WHEREAS,  parental  training has been neglected by many churches, schools,
  2    government, and local community groups, leaving  many  parents  unprepared  to
  3    adequately train their children; and
  4        WHEREAS,  having more parents become involved in the academic education of
  5    their children is desired; and
  6        WHEREAS, certain skills and attitudes are necessary in order for  children
  7    to  succeed  in  school  and parents should be provided the resources to learn
  8    what these skills and attitudes are; and
  9        WHEREAS, Idaho stands at a crossroad in early childhood education where it
 10    can choose between investing  in  more  state  educational  infrastructure  or
 11    investing in the family structure; and
 12        WHEREAS,  Idaho  is unique among these United States in advancing creative
 13    solutions to nationwide concerns; and
 14        WHEREAS, many  other  states  have  established  state  run  and  financed
 15    prekindergarten  programs that encourage parents to retreat further from their
 16    responsibilities and that represent an investment in more bureaucracy  at  the
 17    expense of the family; and
 18        WHEREAS, the people of Idaho desire to invest, instead, in the family.
 19        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 20    of  the  Fifty-ninth  Idaho  Legislature, the House of Representatives and the
 21    Senate concurring therein, that the Idaho State Board  of  Education,  through
 22    the  Idaho  Department  of Education, and the Idaho public school districts be
 23    encouraged to promote and advance programs that help the parents'  ability  to
 24    communicate,  train  and interact positively with their children under the age
 25    of five years, rather than to  provide  programs  directly  to  the  children,
 26    except  for  those  unusual  situations identified by federal law dealing with
 27    highly disadvantaged children.
 28        BE IT FURTHER RESOLVED that the Idaho State Board  of  Education,  through
 29    the  Idaho Department of Education, be encouraged to develop and widely publi-
 30    cize, through the Department's website and such other means as may  be  appro-
 31    priate,  a  description  of the skills and knowledge, easily understood by the
 32    parents, that each prospective kindergarten child needs to  know  before  that
 33    child  enters school, so that parents can help prepare their children for suc-
 34    cess in a school setting.

  1                             AMENDMENT TO THE RESOLUTION
  2        On page 1 of the printed resolution, in line  33,   delete  "done  in  the
  3    home"  and  insert: "encouraged in every environment in which our children are
  4    reared and educated"; in line 39, delete "the greatest" and insert: "an impor-
  5    tant"; and delete lines 41 and 42.
  6        On page 2, delete lines 10 and 11, and insert: "can choose  to  invest  in
  7    the  family structure as a means of promoting early childhood education; and";
  8    delete lines 14 through 17, and insert:
  9        "WHEREAS, many other states  have  established  statewide  prekindergarten
 10    programs  that have had limited success while families have a proven record of
 11    success; and"; in line 22, delete "be"; and delete lines 23  through  27,  and
 12    insert:  "is  encouraged  to emphasize the importance of parents in education,
 13    and to promote and advance the knowledge base of parents that  helps  them  to
 14    communicate  and interact positively with their children under the age of five
 15    years in place of undeveloped state programs, except those programs  that  use
 16    federal funds aimed at assisting children with special needs identified by the

 18                                 CORRECTIONS TO TITLE
 19        On  page  1,  delete  lines  4 through 8, and insert: "SCHOOL DISTRICTS TO
 20    EMPHASIZE THE IMPORTANCE OF PARENTS IN EDUCATION, AND TO PROMOTE  AND  ADVANCE
 21    THE KNOWLEDGE BASE OF PARENTS THAT HELPS THEM TO COMMUNICATE AND INTERACT POS-
 22    ITIVELY  WITH  THEIR CHILDREN UNDER THE AGE OF FIVE YEARS IN PLACE OF UNDEVEL-
 23    OPED STATE PROGRAMS, EXCEPT THOSE PROGRAMS THAT USE  FEDERAL  FUNDS  AIMED  AT
 24    ASSISTING  CHILDREN  WITH  SPECIAL NEEDS IDENTIFIED BY THE FEDERAL GOVERNMENT,

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE

                             RS 17079

This concurrent resolution points out the importance of the 
parental role in the education and training of children.  It
emphasizes that early childhood education can be, and should be,
delivered by parents in a home environment.  It encourages the
Idaho State Board of Education and the Idaho Department of
Education to work with parents, rather than with the children
under the age of five, except in unusual situations.  It also
encourages the Department of Education to post on its website, in
a form that parents may easily access, the skills and attitudes
they feel are necessary for children to learn before they enter
kindergarten.


                           FISCAL NOTE

This concurrent resolution has no fiscal impact to the General
Fund.
