1 AN ACT
2 APPROPRIATING MONEYS TO THE DIVISION OF VETERANS SERVICES WITHIN THE DEPART-
3 MENT OF SELF-GOVERNING AGENCIES FOR FISCAL YEAR 2008; LIMITING THE NUMBER
4 OF FULL-TIME EQUIVALENT POSITIONS; DIRECTING THE DISTRIBUTION OF THE FUND-
5 ING FOR EMPLOYEE COMPENSATION; AND DIRECTING THE ALLOCATION OF SALARY SAV-
6 INGS.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. There is hereby appropriated to the Division of Veterans Ser-
9 vices within the Department of Self-Governing Agencies the following amounts
10 to be expended according to the designated expense classes from the listed
11 funds for the period July 1, 2007, through June 30, 2008:

26 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Division
27 of Veterans Services is authorized no more than three hundred seven and thirty
28 hundredths (307.30) full-time equivalent positions at any point during the
29 period July 1, 2007, through June 30, 2008, unless specifically authorized by
30 the Governor. The Joint Finance-Appropriations Committee will be notified
31 promptly of any increased positions so authorized.
32 SECTION 3. Agencies and institutions shall distribute the funding for
33 employee compensation based on merit as follows:
34 (a) Agencies and institutions are directed to, based on merit, target
35 funding first toward high turnover classifications and individuals below
36 midpoint within their agency.
37 (b) Agencies and institutions are directed to, based on merit, target
38 funding second toward positions within their agency that are below ninety
39 percent (90%) of the Compa-Ratio.
40 (c) Agencies and institutions are directed to target any remaining fund-
41 ing based on merit using the merit matrix required by Idaho Code.
42 Agencies and institutions shall create compensation and distribution plans to

1 ensure that they are consistent with the policies contained herein. Agency
2 directors and institutional presidents shall approve all compensation and dis-
3 tribution plans and ensure that implementation of the plans is consistent with
4 policies contained herein. Each agency and institution shall forward, for
5 informational purposes, approved copies of the compensation and distribution
6 plans to the Legislative Services Office and the Division of Financial Manage-
7 ment by June 1, 2007. The effective date of implementation of ongoing salary
8 adjustments shall be June 17, 2007.
9 SECTION 4. The Division of Veterans Services is hereby directed to allo-
10 cate salary savings, based on performance, to provide for employee salary
11 needs before other operational budget priorities are considered. Where appli-
12 cable, employees whose salaries are below the midpoint of their pay grade or
13 occupational groups with significant turnover rates shall be considered first
14 in the order of salary savings distributions.
