1 AN ACT
2 APPROPRIATING MONEYS FROM THE IDAHO MILLENNIUM INCOME FUND AND DIRECTING THE
3 STATE CONTROLLER TO TRANSFER MONEYS FOR THE PURPOSES AND PROGRAMS SPECI-
4 FIED FOR FISCAL YEAR 2008; APPROPRIATING MONEYS FROM THE IDAHO MILLENNIUM
5 INCOME FUND TO THE STATE TREASURER FOR THE PURPOSES AND PROGRAMS SPECIFIED
6 FOR FISCAL YEAR 2008; CLARIFYING THE USE OF FUNDS PROVIDED TO THE STATE
7 BOARD OF EDUCATION FOR A MEDICAL EDUCATION STUDY; AND PROVIDING THAT CER-
8 TAIN UNEXPENDED AND UNENCUMBERED MONEYS SHALL BE REVERTED TO THE IDAHO
9 MILLENNIUM INCOME FUND.
10 Be It Enacted by the Legislature of the State of Idaho:
11 SECTION 1. There is hereby appropriated and the State Controller is
12 hereby directed to make cash transfers from the Idaho Millennium Income Fund
13 to the following programs, at the request of the State Treasurer, not to
14 exceed $2,230,700 for the period July 1, 2007, through June 30, 2008:
15 (a) $500,000 for the Public Health Districts to continue tobacco use ces-
16 sation programs statewide through the Public Health Districts of Idaho and
17 other nonprofit entities such as hospitals, primary care clinics and vol-
18 untary organizations. The tobacco use cessation programs should be avail-
19 able to any Idaho citizen, with primary emphasis on youth and pregnant
20 women.
21 (b) $500,000 for the Physical Health Services Program in the Department
22 of Health and Welfare for targeted tobacco counter-marketing programs,
23 specific to Idaho, and to be matched by private industry funds on at least
24 a one-to-one basis.
25 (c) $420,000 for the Idaho Supreme Court for its youth courts and status
26 offender services programs as they relate to addressing tobacco and/or
27 substance abuse issues.
28 (d) $94,000 for Law Enforcement Programs in the Idaho State Police to
29 offset the cost of youth tobacco investigations.
30 (e) $300,000 for the State Board of Education for a medical education
31 study to determine the need and feasibility of increased medical education
32 opportunities in Idaho.
33 (f) $416,700 for Family Medical Residency Programs to expand family prac-
34 tice residency programs in rural areas.
35 SECTION 2. There is hereby appropriated from the Idaho Millennium Income
36 Fund to the State Treasurer $302,900 to be expended for trustee and benefit
37 payments for the following programs for the period July 1, 2007, through June

1 30, 2008:
2 (a) $82,100 for the American Lung Association of Idaho for Teens Against
3 Tobacco Use (T.A.T.U.) tobacco control intervention program to reach Idaho
4 primary and secondary school students.
5 (b) $73,700 for the Boys and Girls Clubs of Idaho for the Positive Action
6 Program, a tobacco use prevention program consisting of 15-minute lessons
7 to be taught several days a week to school age children and teenagers,
8 focusing on positive behaviors.
9 (c) $147,100 for Idaho Drug Free Youth for the ParenTeen PowerLines pro-
10 gram, a statewide parent and teen education program to help middle and
11 high school students resist tobacco, drug and alcohol use.
12 SECTION 3. The State Board of Education shall engage the services of an
13 external, independent consultant to undertake a comprehensive study of the
14 feasibility and viability of offering a medical degree through: (i) a distrib-
15 utive model in partnership with Idaho's public universities and medical commu-
16 nity; and (ii) other delivery models the board deems worthy of consideration.
17 Neither the consultant nor the oversight of this study shall be affiliated
18 with any of Idaho's public universities.
19 The consultant shall report its findings to the State Board of Education
20 not later than November 1, 2007. The State Board of Education shall report the
21 findings of the study and make recommendations to the Second Regular Session
22 of the Fifty-ninth Idaho Legislature.
23 SECTION 4. Notwithstanding any other provision of law to the contrary, on
24 June 30, 2008, any remaining unexpended and unencumbered moneys appropriated
25 in Section 1 of this act shall be reverted to the Idaho Millennium Income
26 Fund. The State Controller shall then transfer said reverted moneys and all
27 earnings credited to the Idaho Millennium Income Fund to the Idaho Millennium
28 Fund.
