]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature First Regular Session - 2007IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 103 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING THE FINDINGS OF THE LEGISLATURE AND ENCOURAGING THE LEGISLATURE TO 3 RECOGNIZE THE UNIQUE EDUCATIONAL NEEDS OF CHILDREN WHO ARE DEAF OR HARD OF 4 HEARING. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, children who are deaf or hard of hearing have the same rights and 7 potential to become as independent and self-actualizing as their hearing 8 peers; and 9 WHEREAS, children who are deaf or hard of hearing benefit from appropriate 10 screening and assessment of hearing capabilities, communication and language 11 needs at the earliest possible age and from the continuation of screening ser- 12 vices throughout the educational experience; and 13 WHEREAS, children who are deaf or hard of hearing benefit from early 14 intervention to provide for acquisition of solid language bases developed at 15 the earliest possible age; and 16 WHEREAS, children who are deaf or hard of hearing benefit from their par- 17 ents' or guardians' full and informed participation in their educational plan- 18 ning; and 19 WHEREAS, children who are deaf or hard of hearing benefit from interaction 20 with adult role models who are deaf or hard of hearing; and 21 WHEREAS, children who are deaf or hard of hearing benefit from interacting 22 with their deaf peers, hard of hearing peers and hearing peers; and 23 WHEREAS, children who are deaf or hard of hearing benefit from qualified 24 teachers, interpreters and resource personnel who communicate effectively with 25 each child in that child's method of communication; and 26 WHEREAS, children who are deaf or hard of hearing benefit from placement 27 best suited to each child's individual needs, including but not limited to, 28 social, emotional and cultural needs, with consideration for the child's age, 29 degree of hearing loss, academic level, method of communication, style of 30 learning, motivational level and amount of family support; and 31 WHEREAS, children who are deaf or hard of hearing benefit from individual 32 free, appropriate education across a full spectrum of educational programs; 33 and 34 WHEREAS, children who are deaf or hard of hearing benefit from full sup- 35 port services provided by qualified professionals in their educational set- 36 tings; and 37 WHEREAS, children who are deaf or hard of hearing benefit from full access 38 to all programs in their educational settings; and 39 WHEREAS, children who are deaf or hard of hearing benefit from having the 40 public fully informed concerning medical, cultural and linguistic issues of 41 deafness and hearing loss; and 42 WHEREAS, children who are deaf or hard of hearing benefit by having deaf 43 and hard-of-hearing adults involved in determining the extent, content and 44 purpose of programs that affect their education; and 2 1 WHEREAS, children who are deaf or hard of hearing benefit from free and 2 unrestricted communication with others who communicate in their same language 3 mode; and 4 WHEREAS, the preferred method of communication of children who are deaf or 5 hard of hearing should be respected in order to attain the highest education 6 possible for that individual in an appropriate environment. 7 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 8 of the Fifty-ninth Idaho Legislature, the Senate and the House of Representa- 9 tives concurring therein, that policymakers are encouraged to recognize the 10 unique educational needs of children who are deaf or hard of hearing.
STATEMENT OF PURPOSE RS 16559 The purpose of this Concurrent Resolution is to encourage the legislature to recognize the unique educational needs of children who are deaf or hard of hearing.
