]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature First Regular Session - 2007IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 108 BY HEALTH AND WELFARE COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND REQUESTING THAT AN INDEPENDENT CON- 3 TRACTOR BE ENGAGED TO REVIEW IDAHO'S CURRENT MENTAL HEALTH AND SUBSTANCE 4 ABUSE TREATMENT DELIVERY SYSTEM. 5 Be It Resolved by the Legislature of the State of Idaho: 6 WHEREAS, in 2006, the Second Regular Session of the Fifty-eighth Idaho 7 Legislature adopted House Concurrent Resolution No. 63 which authorized the 8 Legislative Council to appoint a committee to undertake and complete a study 9 of the current mental health and substance abuse treatment delivery system in 10 Idaho, to review alternative ways to provide these services, and to submit a 11 final report to the First Regular Session of the Fifty-ninth Idaho Legisla- 12 ture; and 13 WHEREAS, the Mental Health and Substance Abuse Interim Committee held four 14 meetings across the state and considered testimony from state agencies, numer- 15 ous groups representing both patients and providers, as well as individuals 16 whose families have accessed or attempted to access mental health and sub- 17 stance abuse treatment services in Idaho; and 18 WHEREAS, the Mental Health and Substance Abuse Interim Committee deter- 19 mined that the state of Idaho needs to conduct an objective and more thorough 20 review of Idaho's current mental health and substance abuse treatment delivery 21 systems in order to address possible solutions. 22 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 23 of the Fifty-ninth Idaho Legislature, the Senate and the House of Representa- 24 tives concurring therein, that the Legislative Council is requested to engage 25 an independent contractor to review Idaho's current mental health and sub- 26 stance abuse treatment delivery system. The independent contractor would 27 assess treatment capacity, cost, eligibility standards, and areas of responsi- 28 bility, and would make recommendations for how to improve Idaho's current sys- 29 tem by creating appropriate oversight and service levels for a state system. 30 Study areas and components would include, but not be limited to: 31 a. Creation of a mental health and substance abuse treatment system spe- 32 cifically designed for children and their families to receive immedi- 33 ate treatment. 34 b. Determine whether there is a lead agency in Idaho responsible for 35 paying for and coordinating services regardless of where an individ- 36 ual enters the mental health or substance abuse system and study the 37 possibility of restructuring the current system via the creation of a 38 separate agency combining mental health and substance abuse services 39 in Idaho. 40 c. Review the capacity of the current state hospital system as well as 41 the need for voluntary commitments, beds for children in psychiatric 42 crisis, and the need for state hospital services in the Treasure Val- 43 ley. 44 d. Review the need for crisis intervention training at all levels of 2 1 public safety. 2 e. Regarding the offender population, study the creation of one specific 3 agency responsible to conduct a range of assessments prior to sen- 4 tencing in order to coordinate treatment and support alternatives to 5 incarceration. 6 f. Increase the number of probation officers so caseloads shrink and 7 probation officers can more closely interact with the rehabilitated 8 offenders. 9 g. Evaluation of the concept of a regionally-based mental health and 10 substance abuse treatment delivery system, including a review of 11 other states with such a system and any positive results or shortcom- 12 ings of such systems. 13 BE IT FURTHER RESOLVED that the legislative Health Care Task Force shall 14 be the oversight body for the study and the results of the study shall be 15 reported to the Health and Welfare and Judiciary and Rules germane committees 16 during the Second Regular Session of the Fifty-ninth Idaho Legislature.
REPRINT REPRINT REPRINT REPRINT STATEMENT OF PURPOSE RS 16925 This concurrent resolution is a recommendation of the Interim Committee on Mental Health and Substance Abuse that met during the past summer and fall of 2006. This concurrent resolution recommends that the Legislative Council initiate an independent contract for the development of an implementation plan for the improvement of Idaho's current mental health and substance abuse treatment delivery system. The plan would assess the treatment capacity, cost, eligibility standards, and areas of responsibility of Idaho's current treatment systems and would make recommendations for the coordination and re-alignment of those systems. The resolution specifies at least seven components to be considered by the plan and directs that the final report and recommendations be delivered to the legislature next year. FISCAL NOTE The cost of the implementation plan is expected to be $250,000.
