  1                                        AN ACT
  2    RELATING TO NURSERIES AND FLORISTS; AMENDING SECTION 22-2323, IDAHO  CODE,  TO
  3        PROVIDE  FOR  A SPECIAL NURSERY RESEARCH AND EDUCATION ACCOUNT AND TO PRO-
  4        VIDE FOR DISTRIBUTION OF FUNDS FROM THE ACCOUNT.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  That Section 22-2323, Idaho Code, be, and the same  is  hereby
  7    amended to read as follows:
                                                                        
  8        22-2323.  DISPOSITION  AND  USE OF MONEY RECEIVED. Fees collected shall be
  9    paid into the state  treasury  and  credited  to  the  agriculture  inspection
 10    account  created  by  section  22-104, Idaho Code, and such fees shall be used
 11    only to carry out the provisions of this  chapter.  Additionally,  twenty-five
 12    dollars  ($25.00)  from each license fee collected under this chapter shall be
 13    credited to a special nursery research and education account. The state  nurs-
 14    ery  and florist advisory committee shall approve the distribution of research
 15    and education funds to further educational outreach and research into  nursery
 16    and floral production and pest control.

Statement of Purpose / Fiscal Impact


                   STATEMENT OF PURPOSE

                         RS 16494

A portion of license fees ($25.00) paid by nurseries and 
florists goes into a research account. Section 22-2323, Idaho 
Code provides for the disbursement of those funds for nursery 
and floral research concerning production and pest control. Both 
the nursery and floral industries have expressed the need for 
authority to support educational outreach.




                        FISCAL NOTE

This is a dedicated fund program and no additional funds will be 
collected. Existing funds would be budgeted for educational 
efforts by the Nursery and Florists advisory committee.
