]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature First Regular Session - 2007IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 155 BY HEALTH AND WELFARE COMMITTEE 1 AN ACT 2 RELATING TO NURSING; AMENDING CHAPTER 47, TITLE 67, IDAHO CODE, BY THE ADDI- 3 TION OF A NEW SECTION 67-4727, IDAHO CODE, TO ESTABLISH THE NURSING 4 WORKFORCE ADVISORY COUNCIL, TO PROVIDE FOR MEMBERSHIP, OFFICERS AND COM- 5 PENSATION, TO ESTABLISH AND SET FORTH THE DUTIES OF THE IDAHO NURSING 6 WORKFORCE CENTER AND TO PROVIDE FOR FUNDING SUBJECT TO STATE APPROPRIATION 7 AND MONEYS FROM OTHER SOURCES. 8 Be It Enacted by the Legislature of the State of Idaho: 9 SECTION 1. That Chapter 47, Title 67, Idaho Code, be, and the same is 10 hereby amended by the addition thereto of a NEW SECTION, to be known and des- 11 ignated as Section 67-4727, Idaho Code, and to read as follows: 12 67-4727. NURSING WORKFORCE ADVISORY COUNCIL -- MEMBERS -- OFFICERS -- 13 COMPENSATION -- IDAHO NURSING WORKFORCE CENTER. (1) The state of Idaho recog- 14 nizes the need to understand and address the critical issue of Idaho's nursing 15 shortage and the opportunity to collaborate and take full advantage of 16 research, educational and incentive programs to address the current and future 17 nursing shortage. The nursing workforce advisory council is hereby created 18 within the department of commerce and labor to advise the department, the 19 state board of education, state colleges and universities, and other state, 20 local, federal and private sector agencies and organizations on nursing 21 workforce issues and to assist with the development and implementation of a 22 state strategic plan for addressing the nursing shortage. 23 (2) Except as otherwise provided, the council shall be appointed by and 24 serve at the pleasure of the governor and shall include: 25 (a) Two (2) senators and two (2) members of the house of representatives, 26 to be appointed by the legislative council; 27 (b) One (1) representative each from the nursing programs at Boise State 28 University, the College of Southern Idaho, Idaho State University, Lewis- 29 Clark State College and North Idaho College; 30 (c) One (1) representative each from a rural hospital and an urban hospi- 31 tal, as determined based upon location within or outside of a metropolitan 32 statistical area (MSA) as defined by the United States bureau of the cen- 33 sus; 34 (d) One (1) representative each from the department of commerce and 35 labor, the Idaho board of nursing, the office of the state board of educa- 36 tion, and the office of the governor; and 37 (e) One (1) representative from the Idaho alliance of leaders in nursing. 38 (3) The governor shall designate a chairman from the council's membership 39 and the council shall designate such other officers from its membership as it 40 deems necessary. A majority of the members shall constitute a quorum. The 41 council shall be staffed and supported by the department of commerce and 42 labor. 43 (4) Members of the council who are not state employees shall not be com- 2 1 pensated, but shall be reimbursed for travel expenses incurred for attendance 2 at council meetings. 3 (5) The Idaho nursing workforce center is hereby established within the 4 department of commerce and labor to assist the nursing workforce advisory 5 council in planning for a qualified workforce necessary to meet the current 6 and future nursing and health care needs of the state. The Idaho nursing 7 workforce center shall: 8 (a) Conduct research activities, including the collection of valid and 9 reliable data about Idaho's current nursing workforce and the forecasting 10 of future needs, or contract for such research activities to be conducted 11 by an Idaho college or university; and 12 (b) Provide expertise in workforce planning and project evaluation. 13 (6) The Idaho nursing workforce center shall report to the nursing 14 workforce advisory council and shall be funded pursuant to state appropriation 15 in addition to any funding from grants, federal moneys, donations or funds 16 from any other sources.

STATEMENT OF PURPOSE RS 16944 The purpose of this legislation is to establish the Nursing Workforce Advisory Council and the Nursing Workforce Center within the Department of Commerce and Labor. The Nursing Workforce Advisory Council will act as advisors to stakeholders on nursing workforce issues. The workforce Center will investigate nursing workforce issues. This legislation is one of the recommendations of Governor Risch's Task Force on Nursing. FISCAL NOTE The fiscal impact is $300,000 to the general fund. Contact Name: Rep.
