]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature First Regular Session - 2007IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 277 BY APPROPRIATIONS COMMITTEE 1 AN ACT 2 RELATING TO THE CAPITOL BUILDING; APPROPRIATING MONEYS TO THE BOND PAYMENT 3 PROGRAM IN THE DEPARTMENT OF ADMINISTRATION; APPROPRIATING MONEYS TO THE 4 CAPITOL ENDOWMENT INCOME FUND; APPROPRIATING MONEYS TO THE CAPITOL COMMIS- 5 SION; APPROPRIATING MONEYS TO THE PERMANENT BUILDING FUND; APPROPRIATING 6 MONEYS TO THE DIVISION OF PUBLIC WORKS IN THE DEPARTMENT OF ADMINISTRA- 7 TION; APPROPRIATING MONEYS TO THE DIVISION OF INFORMATION TECHNOLOGY IN 8 THE DEPARTMENT OF ADMINISTRATION; DECLARING AN EMERGENCY AND PROVIDING 9 EFFECTIVE DATES. 10 Be It Enacted by the Legislature of the State of Idaho: 11 SECTION 1. In addition to any other appropriation provided by law for 12 annual bond payments, there is hereby appropriated the sum of $20,100,600 from 13 the Permanent Building Fund to the Bond Payment Program in the Department of 14 Administration for the period July 1, 2007, through June 30, 2008, for the 15 purpose of making the annual bond payment for the Capitol Master Plan as 16 adopted by the Capitol Commission. 17 SECTION 2. There is hereby appropriated and transferred the sum of 18 $5,150,000 from the General Fund to the Capitol Endowment Income Fund. 19 SECTION 3. There is hereby appropriated the sum of $5,150,000 from the 20 Capitol Endowment Income Fund to the Capitol Commission for the purpose of 21 providing funding for: restoring and refurbishing historical furniture and 22 artifacts, purchasing new furnishings as necessary for the renovated Capitol 23 Building and leasing space for the storage of historical furniture and arti- 24 facts. Any unexpended and unencumbered balances in the appropriation herein 25 provided shall have carryover authority through the period ending June 30, 26 2010. 27 SECTION 4. There is hereby appropriated and transferred the sum of 28 $839,000 from the General Fund to the Permanent Building Fund. 29 SECTION 5. There is hereby appropriated the sum of $500,000 from the Per- 30 manent Building Fund to the Division of Public Works in the Department of 31 Administration for the period July 1, 2007, through June 30, 2008, for the 32 purpose of providing a design for the renovation of the Borah Building. 33 SECTION 6. There is hereby appropriated the sum of $339,000 from the Per- 34 manent Building Fund to the Division of Information Technology in the Depart- 35 ment of Administration for the purpose of providing upgrades in the fiber- 36 optic, cabling and broadband communications network in the Capitol Mall during 37 the Capitol Building renovation and expansion project. Any unexpended and 38 unencumbered balances in the appropriation herein provided shall have carry- 39 over authority through the period ending June 30, 2010. 2 1 SECTION 7. An emergency existing therefor, which emergency is hereby 2 declared to exist, Sections 2, 3, 4 and 6 of this act shall be in full force 3 and effect on and after passage and approval. Sections 1 and 5 of this act 4 shall be in full force and effect on and after July 1, 2007.

This is a trailer supplemental appropriation bill to the Department of Administration for HB218 that modifies the Capitol renovation plan. It provides for the first annual bond payment, provides funding for storage and restoration of historical furniture, funding to purchase new furnishings where necessary upon the return to the Capitol; provides funding to design the renovation of the Borah Building; and provides funding to upgrade the fiber optic, cabling, and broadband communications network in the Capitol Mall during the Capitol Building renovation and expansion project. This bill also provides an emergency clause for all sections except for the plan to renovate the Borah Building.
