]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature First Regular Session - 2007IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 29 BY EDUCATION COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND COMMENDING THE CONTRIBUTION PRIVATE 3 CAREER COLLEGES MAKE TO THE EDUCATION OF IDAHO'S CITIZENS AND RECOGNIZING 4 THE LONG HISTORY THAT SUCH INSTITUTIONS HAVE IN MEETING THE WORKFORCE 5 DEVELOPMENT NEEDS OF THE STATE AND ITS CITIZENS. 6 Be It Resolved by the Legislature of the State of Idaho: 7 WHEREAS, private career colleges prepare Idaho's citizens for specific 8 careers in a wide array of occupations including health care, information 9 technology, accounting and engineering; and 10 WHEREAS, private career colleges are able to respond to employer demand 11 rapidly, understanding the need to prepare Idaho citizens for Idaho jobs; and 12 WHEREAS, four of the largest private career colleges in Idaho are accred- 13 ited, meeting the high standards of educational, administrative and student 14 outcome expectations; and 15 WHEREAS, three private career colleges provide both associate and bachelor 16 degree level education that meets employer demands for educated, highly- 17 skilled employees; and 18 WHEREAS, more than twenty schools offer programs that provide a certifi- 19 cate upon successful completion of the program of study; and 20 WHEREAS, the Northwest Career Colleges Federation supports regulations for 21 nonaccredited institutions providing education as a means of ensuring Idaho 22 citizens quality training opportunities; and 23 WHEREAS, private career colleges educate hundreds of students annually at 24 no cost to Idaho's taxpayers; and 25 WHEREAS, private career colleges are tax-paying businesses; and 26 WHEREAS, in addition to increasing the level of business activity, Idaho's 27 private career colleges provide employment to hundreds of faculty and staff; 28 and 29 WHEREAS, as businesses, the colleges and their employees and students gen- 30 erate a contribution to Idaho's economy as a "spin-off" of doing business in 31 the state; and 32 WHEREAS, an essential business imperative of private career colleges is 33 their accountability to their graduates, in that private career colleges pro- 34 vide field-related employment for their graduates; and 35 WHEREAS, curriculum relevance is a must to sustain employer loyalty for 36 graduates of private career colleges and ensures that programs are updated 37 regularly to provide skilled, job-ready employees. 38 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 39 of the Fifty-ninth Idaho Legislature, the House of Representatives and the 40 Senate concurring therein, that we commend the contribution private career 41 colleges make to the education of Idaho's citizens and recognize the long his- 42 tory that such institutions have in meeting the workforce development needs of 43 the state and its citizens.
STATEMENT OF PURPOSE RS 17136 This resolution recognizes the importance of private career colleges to Idaho's economy, workforce and businesses. It commends private career colleges for their contribution to the education of Idaho's workforce to meet the needs of the state and its citizens FISCAL NOTE There is no fiscal impact to the General Fund.
