1 AN ACT
2 APPROPRIATING MONEYS FOR THE IDAHO SCHOOL FOR THE DEAF AND THE BLIND FOR FIS-
3 CAL YEAR 2008; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS;
4 AUTHORIZING FUND DEPOSITS; DIRECTING THE DISTRIBUTION OF THE FUNDING FOR
5 EMPLOYEE COMPENSATION; DIRECTING THE ALLOCATION OF SALARY SAVINGS; AND
6 DIRECTING THAT THE SCHOOL ONLY OPERATE THE NECESSARY NUMBER OF COTTAGES.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. There is hereby appropriated to the State Board of Education
9 for the Idaho School for the Deaf and the Blind the following amounts to be
10 expended for the designated programs according to the designated expense
11 classes from the listed funds for the period July 1, 2007, through June 30,

32 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho
33 School for the Deaf and the Blind is authorized no more than one hundred nine-
34 teen and fifty-two hundredths (119.52) full-time equivalent positions at any
35 point during the period July 1, 2007, through June 30, 2008, unless specifi-
36 cally authorized by the Governor. The Joint Finance-Appropriations Committee
37 will be notified promptly of any increased positions so authorized.
38 SECTION 3. The Idaho School for the Deaf and the Blind may deposit any
39 funds appropriated by Section 1, Chapter 403, Laws of 2006, in a contingency
40 reserve fund created pursuant to Section 33-3409, Idaho Code.

1 SECTION 4. Agencies and institutions shall distribute the funding for
2 employee compensation based on merit as follows:
3 (a) Agencies and institutions are directed to, based on merit, target
4 funding first toward high turnover classifications and individuals below
5 midpoint within their agency.
6 (b) Agencies and institutions are directed to, based on merit, target
7 funding second toward positions within their agency that are below ninety
8 percent (90%) of the Compa-Ratio.
9 (c) Agencies and institutions are directed to target any remaining fund-
10 ing based on merit using the merit matrix required by Idaho Code.
11 Agencies and institutions shall create compensation and distribution plans to
12 ensure that they are consistent with the policies contained herein. Agency
13 directors and institutional presidents shall approve all compensation and dis-
14 tribution plans and ensure that implementation of the plans is consistent with
15 policies contained herein. Each agency and institution shall forward, for
16 informational purposes, approved copies of the compensation and distribution
17 plans to the Legislative Services Office and the Division of Financial Manage-
18 ment by June 1, 2007. The effective date of implementation of ongoing salary
19 adjustments shall be June 17, 2007.
20 SECTION 5. The Idaho School for the Deaf and the Blind is hereby directed
21 to allocate salary savings, based on performance, to provide for employee sal-
22 ary needs before other operational budget priorities are considered. Where
23 applicable, employees whose salaries are below the midpoint of their pay grade
24 or occupational groups with significant turnover rates shall be considered
25 first in the order of salary savings distributions.
26 SECTION 6. The Idaho School for the Deaf and the Blind shall not operate
27 any residential cottages beyond those necessary to provide single-gender
28 accommodations for students attending from locations that are too distant to
29 participate in the campus day program.

Base Adjustments reflect the transfer of two vacant positions from the Campus Operations program to the Office of the State Board of Education, to assist the board’s Deaf Education and Blind Education transition committees.
