1 AN ACT
2 APPROPRIATING MONEYS TO THE LIEUTENANT GOVERNOR FOR FISCAL YEAR 2008; LIMITING
3 THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; DIRECTING THE DISTRIBUTION
4 OF THE FUNDING FOR EMPLOYEE COMPENSATION; DIRECTING THE ALLOCATION OF SAL-
5 ARY SAVINGS; APPROPRIATING ADDITIONAL MONEYS TO THE LIEUTENANT GOVERNOR
6 FOR FISCAL YEAR 2007; AND DECLARING AN EMERGENCY FOR SECTION 5 OF THIS
7 ACT.
8 Be It Enacted by the Legislature of the State of Idaho:
9 SECTION 1. There is hereby appropriated $154,500 to the Lieutenant Gover-
10 nor from the General Fund for the period July 1, 2007, through June 30, 2008.
11 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Office of
12 the Lieutenant Governor is authorized no more than three (3) full-time equiva-
13 lent positions at any point during the period July 1, 2007, through June 30,
14 2008, for the program specified in Section 1 of this act, unless specifically
15 authorized by the Governor. The Joint Finance-Appropriations Committee will be
16 notified promptly of any increased positions so authorized.
17 SECTION 3. Agencies and institutions shall distribute the funding for
18 employee compensation based on merit as follows:
19 (a) Agencies and institutions are directed to, based on merit, target
20 funding first toward high turnover classifications and individuals below
21 midpoint within their agency.
22 (b) Agencies and institutions are directed to, based on merit, target
23 funding second toward positions within their agency that are below ninety
24 percent (90%) of the Compa-Ratio.
25 (c) Agencies and institutions are directed to target any remaining fund-
26 ing based on merit using the merit matrix required by Idaho Code.
27 Agencies and institutions shall create compensation and distribution plans to
28 ensure that they are consistent with the policies contained herein. Agency
29 directors and institutional presidents shall approve all compensation and dis-
30 tribution plans and ensure that implementation of the plans is consistent with
31 policies contained herein. Each agency and institution shall forward, for
32 informational purposes, approved copies of the compensation and distribution
33 plans to the Legislative Services Office and the Division of Financial Manage-
34 ment by June 1, 2007. The effective date of implementation of ongoing salary
35 adjustments shall be June 17, 2007.
36 SECTION 4. The Lieutenant Governor is hereby directed to allocate salary
37 savings, based on performance, to provide for employee salary needs before
38 other operational budget priorities are considered. Where applicable, employ-
39 ees whose salaries are below the midpoint of their pay grade or occupational
40 groups with significant turnover rates shall be considered first in the order
41 of salary savings distributions.

1 SECTION 5. In addition to the moneys appropriated in Section 1, Chapter
2 275, Laws of 2006, there is hereby appropriated $15,000 to the Lieutenant Gov-
3 ernor from the General Fund, for the period July 1, 2006, through June 30,
4 2007.
5 SECTION 6. An emergency existing therefor, which emergency is hereby
6 declared to exist, Section 5 of this act shall be in full force and effect on
7 and after passage and approval.

This is the Fiscal Year 2008 appropriation for the Office of the Lieutenant Governor, in the amount of $154,500. This bill also includes a Fiscal Year 2007 supplemental appropriation for a Special Assistant position, the cost of which is then annualized in the Fiscal Year 2008 budget.
