  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND RECOMMENDING THAT THE  STATE  ADOPT  A
  3        POLICY  THAT  MOVES  TOWARD  STANDARDIZING  TUITION  COSTS  AND  FEES  FOR
  4        PROFESSIONAL-TECHNICAL  COURSES THAT ARE PROVIDED BY THE STATE'S FOUR-YEAR
  5        POSTSECONDARY EDUCATIONAL INSTITUTIONS AT A  RATE  COMMENSURATE  WITH  THE
  6        RATE CHARGED BY THE STATE'S COMMUNITY COLLEGES.
                                                                        
  7    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  8        WHEREAS,  community colleges strive to provide professional-technical pro-
  9    grams that are both accessible and affordable to as many students as possible;
 10    and
 11        WHEREAS, the cost per semester  of  tuition  and  fees  for  professional-
 12    technical  courses  and  programs  at any of the state's community colleges is
 13    approximately half the amount charged by the state's  four-year  postsecondary
 14    educational institutions for the same courses and programs; and
 15        WHEREAS,  this disparity in costs creates an inequity in affordability and
 16    therefore in access for many students; and
 17        WHEREAS, to address the affordability in some measure, counties not  orga-
 18    nized  as  community college districts are obliged to pay a portion of tuition
 19    for their resident students who attend a community college; and
 20        WHEREAS, counties pay such tuition obligation from their annual  distribu-
 21    tion of liquor funds; and
 22        WHEREAS,  noncommunity  college district counties are authorized to levy a
 23    property tax to meet their tuition obligations should the liquor fund revenues
 24    be insufficient for the purpose; and
 25        WHEREAS, the state of Idaho pays 100% of all costs associated with provid-
 26    ing professional-technical courses at all of the state's  six  technical  col-
 27    leges.
 28        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 29    of  the Fifty-ninth Idaho Legislature, the Senate and the House of Representa-
 30    tives concurring therein, that we recommend that the state adopt a policy that
 31    moves toward standardizing tuition costs and fees  for  professional-technical
 32    courses  that  are provided by the state's four-year postsecondary educational
 33    institutions at a rate commensurate with the rate charged by the state's  com-
 34    munity colleges.
 35        BE IT FURTHER RESOLVED that the Office of the State Board of Education and
 36    the  presidents of the colleges and universities are invited and encouraged to
 37    submit their recommendations to the Legislature for development of such a pol-
 38    icy, noting that implementation of such a policy may occur  over  an  extended
 39    period of time in order to reduce any impact it may have on funding policies.

                       STATEMENT OF PURPOSE

                             RS 16723

In the bifurcated system currently employed for community college
services in Idaho, students at four-year institutions pay double
the cost for the same or similar classes that they would pay at a
community college.  This resolution calls on the State Board of
Education and the presidents of our colleges and universities to
make recommendations on how best to achieve equity for students
seeking professional/technical education courses across our
state.


                           FISCAL NOTE

None, but understand that the recommendations may involve an
increase in general fund spending, if approved.
