1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE AND DIRECTING THE DEPARTMENT OF HEALTH AND
3 WELFARE, THE DEPARTMENT OF CORRECTION, THE DEPARTMENT OF JUVENILE CORREC-
4 TIONS, AND THE COURTS TO DEVELOP AND ADOPT A STANDARD STATEWIDE ASSESSMENT
5 TOOL FOR SUBSTANCE ABUSE AND A STANDARD STATEWIDE ASSESSMENT TOOL FOR MEN-
6 TAL HEALTH BY JANUARY 1, 2008, AND TO REPORT TO THE LEGISLATIVE HEALTH
7 CARE TASK FORCE BY THAT DATE.
8 Be It Resolved by the Legislature of the State of Idaho:
9 WHEREAS, various state agencies and the courts currently may use different
10 and sometimes conflicting assessment tools in determining whether or not indi-
11 viduals qualify for or otherwise need substance abuse and/or mental health
12 services; and
13 WHEREAS, proper treatment of individuals with substance abuse and/or men-
14 tal health issues is based upon identifying those who need treatment through
15 the use of proper assessment tools; and
16 WHEREAS, a standard statewide assessment tool for substance abuse and a
17 standard statewide assessment tool for mental health as used by state agencies
18 and the courts would provide consistency in treatment and provide some assur-
19 ance to individuals and their families that uniform assessment protocols are
20 followed regardless of where the individual is in the substance abuse and/or
21 mental health system.
22 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
23 of the Fifty-ninth Idaho Legislature, the Senate and the House of Representa-
24 tives concurring therein, that the Department of Health and Welfare, the
25 Department of Correction, the Department of Juvenile Corrections, and the
26 courts shall collaborate to develop and adopt a standard statewide assessment
27 tool for substance abuse and a standard statewide assessment tool for mental
28 health, with such assessment tools to be determined and reported to the legis-
29 lative Health Care Task Force no later than January 1, 2008.
STATEMENT OF PURPOSE
RS 16926
This concurrent resolution is a recommendation of the Interim
Committee on Mental Health and Substance Abuse that met during
the past summer and fall of 2006. This concurrent resolution
recommends that the state agencies involved in substance abuse
and mental health treatment efforts within the state collaborate
to develop and adopt a standard statewide assessment tool for
substance and abuse and a standard statewide assessment tool for
mental health. The resolution specifies and directs that the
final assessment tools be determined and reported to the
legislative Health Care Task Force by January 1, 2008.
FISCAL NOTE
The cost of implementing the standardized statewide assessment
tools for substance abuse and mental health is estimated to be
less than $1,000 and will not require a specific appropriation.
After full implementation, standardized assessment tools are
expected to result in a significant saving to the state through
improved efficiencies.
