1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE AND ENCOURAGING AND SUPPORTING THE FUNDING
3 AND CONTINUED DEVELOPMENT OF AN IDAHO PSYCHIATRIC RESIDENCY PROGRAM.
4 Be It Resolved by the Legislature of the State of Idaho:
5 WHEREAS, every county in Idaho is now designated as a "Mental Health Pro-
6 fessional Shortage Area" by the federal Department of Health and Human Ser-
7 vices; and
8 WHEREAS, Idaho ranked fiftieth in the nation for the number of physicians
9 in psychiatry per capita in 2004 with five psychiatrists per 100,000 popula-
10 tion, compared to the national rate of fourteen psychiatrists per 100,000 pop-
11 ulation, according to the 2006 Health Care State Rankings published by Morgan
12 Quitno Press; and
13 WHEREAS, Idaho was one of seven states to receive an "F" grade from the
14 National Alliance on Mental Illness on the adequacy and quality of its mental
15 health services; and
16 WHEREAS, institutions and private practices in Idaho have difficulty
17 recruiting mental health care providers; and
18 WHEREAS, an Idaho psychiatric residency program, modeled after the Univer-
19 sity of Washington's Spokane "Advanced Clinician Track" would encourage the
20 recruitment and retention of psychiatric health professionals in Idaho; and
21 WHEREAS, upon full implementation, the proposed Idaho psychiatric resi-
22 dency program will run on a projected annual budget of $1.1 million and will
23 have eleven residents per year; and
24 WHEREAS, the Boise Veterans Affairs Medical Center and Saint Alphonsus and
25 St. Luke's hospitals have committed to provide financial support; and
26 WHEREAS, the state currently supports a financial budget of approximately
27 ten percent of the annual budget for the family medicine residency of Idaho in
28 Boise and a higher percentage of the Idaho State University family practice
29 residency in Pocatello.
30 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
31 of the Fifty-ninth Idaho Legislature, the Senate and the House of Representa-
32 tives concurring therein, that the Legislature encourages and supports the
33 funding and continued development of an Idaho Psychiatry Residency Program to
34 enable the health care community to attract and retain mental health profes-
35 sionals in Idaho.
STATEMENT OF PURPOSE
RS 17008
This concurrent resolution is a recommendation of the Interim
Committee on Mental Health and Substance Abuse that met during the
past summer and fall of 2006. The resolution encourages and supports
the funding and continued development of an Idaho Psychiatry Residency
Program to attract and retain mental health professionals in Idaho.
FISCAL NOTE
The Idaho Psychiatry Residency Program is a joint financial effort of
several institutions to fund the costs of developing a Psychiatry
Residency Program in Idaho. The Veterans Affairs Medical Center has
committed to fund 30% of the cost. St. Luke's Hospital and St.
Alphonsus Hospital, both of Boise, have each committed to fund 30% of
the cost, and the State of Idaho is asked to fund 10% of the cost.
The program will ramp up over a five year period. The expected fiscal
impact to the state of Idaho over the next five years is:
FY 2008 - $ 40,640 (year 1)
FY 2009 - $ 81,944 (year 2)
FY 2010 - $104,830 (year 3)
FY 2011 - $113,960 (year 4)
FY 2012 - $113,960 (year 5)
