]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature First Regular Session - 2007IN THE SENATE SENATE CONCURRENT RESOLUTION NO. 111 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO 3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY TO REVIEW ALLOCATION 4 AND EXPENDITURE OF REVENUES BY THE IDAHO TRANSPORTATION DEPARTMENT, TO 5 EVALUATE THE INTERNAL ORGANIZATION AND ADMINISTRATIVE PRACTICES UTILIZED 6 BY THE IDAHO TRANSPORTATION DEPARTMENT TO MEET ITS STATUTORY OBLIGATIONS 7 TO THE TRAVELING PUBLIC AND TO INVESTIGATE HOW THE DEPARTMENT CAN BEST 8 PERFORM ITS DUTIES IN THE 21ST CENTURY. 9 Be It Resolved by the Legislature of the State of Idaho: 10 WHEREAS, the Idaho Transportation Department, under the direction of the 11 Idaho Transportation Board, is charged with the duty and responsibility of 12 properly managing the funds of the department and finding the most efficient 13 use of the revenues available to the department; and 14 WHEREAS, as the population of Idaho grows, the demands on the department 15 to meet its current statutory obligations to the public are increasing; and 16 WHEREAS, the Legislature is looking ahead to the future and questioning if 17 the current practices and organizational structure under which the department 18 is currently operating are best suited to carry the department into the 21st 19 century; and 20 WHEREAS, the Legislature recognizes the efforts of the department to 21 address this growing concern and desires to partner with the department and 22 build upon its forward-looking efforts. 23 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 24 of the Fifty-ninth Idaho Legislature, the Senate and the House of Representa- 25 tives concurring therein, that the Legislative Council is authorized to 26 appoint a committee to undertake and complete a study to review allocation and 27 expenditure of revenues by the Idaho Transportation Department, to evaluate 28 the internal organization and administrative practices utilized by the Idaho 29 Transportation Department to meet its statutory obligations to the traveling 30 public and to investigate how the department can best perform its duties in 31 the 21st century. 32 BE IT FURTHER RESOLVED that the Legislative Council shall determine the 33 number of legislators and membership from each house appointed to the commit- 34 tee and shall authorize the committee to receive input, advice and assistance 35 from interested and affected parties who are not members of the Legislature. 36 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be 37 appointed by the cochairs of the committee who are appointed by the Legisla- 38 tive Council. Nonlegislative members of the advisory committee shall not be 39 reimbursed from legislative funds for per diem, mileage or other expenses and 40 shall not have voting privileges regarding the committee's recommendations or 41 proposed legislation. 42 BE IT FURTHER RESOLVED that the committee shall report its findings, rec- 43 ommendations and proposed legislation, if any, to the Second Regular Session 44 of the Fifty-ninth Idaho Legislature.
STATEMENT OF PURPOSE RS 16976C1 This legislation authorizes the Legislative Council to appoint a committee to undertake and complete a study of funding sources and utilization of revenues applied to Idaho's surface transportation system by the Idaho Transportation Department. The committee will review the internal organization and administrative practices utilized by the department to meet its statutory obligations to the public.
