]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature First Regular Session - 2007IN THE SENATE SENATE JOINT MEMORIAL NO. 107 BY STATE AFFAIRS COMMITTEE 1 A JOINT MEMORIAL 2 TO THE PRESIDENT OF THE UNITED STATES, TO THE SECRETARY OF THE UNITED STATES 3 DEPARTMENT OF ENERGY, TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE 4 UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION 5 REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF THE UNITED STATES. 6 We, your Memorialists, the Senate and the House of Representatives of the 7 State of Idaho assembled in the First Regular Session of the Fifty-ninth Idaho 8 Legislature, do hereby respectfully represent that: 9 WHEREAS, it is in the best interests of Idaho individually and the United 10 States as a whole to embrace an energy policy that encompasses a diverse array 11 of sources so as to avoid economic dislocations associated with undue reliance 12 on any single domestic or foreign energy source, while also accommodating 13 carbon management concerns; and 14 WHEREAS, it is the formal policy of the United States of America, as 15 delineated in the Energy Policy Act of 2005, to include nuclear power in the 16 nation's diverse energy portfolio; and 17 WHEREAS, much of the developing world has already begun an ambitious 18 effort to expand the use of noncarbon emitting nuclear power to supply its 19 rapidly escalating demand for reliable baseload electricity; and 20 WHEREAS, the President of the United States and the United States Depart- 21 ment of Energy (DOE) have determined that this country's national interests 22 are best served by creating an orderly international framework and technology 23 basis to guide the accelerating global expansion of nuclear energy; and 24 WHEREAS, this new framework is embodied in the Global Nuclear Energy Part- 25 nership (GNEP), which seeks to establish an international approach to extend 26 the benefits of abundant nuclear-generated electricity to both the developed 27 and developing worlds, get the most energy possible from one of nature's most 28 energy-dense power sources, create a final waste form requiring management 29 attention for a more limited amount of time, and greatly decrease the poten- 30 tial for misuse of used nuclear fuel; and 31 WHEREAS, the United States DOE has asked communities and states to help 32 identify possible sites wherein the enabling technologies behind the full 33 realization of GNEP can be thoroughly examined and proven; and 34 WHEREAS, community leaders in eastern Idaho have come together to identify 35 sites in response to the DOE's request for help, realizing no other state in 36 the nation has the proud nuclear legacy of Idaho, where usable electricity 37 from the atom was first generated, breeder technology was first proven, life- 38 saving medical and industrial isotopes can and have been produced and fifty- 39 two remarkable nuclear reactors were designed and built; and 40 WHEREAS, the long-standing partnership between Idaho and the federal gov- 41 ernment has resulted in countless improvements in the design and safety per- 42 formance of both commercial and military nuclear power systems, as well as the 43 cost-effective and DOE-complex leading performance of environmental cleanup 44 activities as prescribed by a detailed, yet accommodative 1995 agreement that 2 1 ensures our state's environment is protected now and would continue to be pro- 2 tected with any future projects. 3 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session 4 of the Fifty-ninth Idaho Legislature, the Senate and the House of Representa- 5 tives concurring therein, that Idaho supports the goals of the Global Nuclear 6 Energy Partnership and encourages this administration, the United States Con- 7 gress and the Department of Energy to commit and provide the funding necessary 8 to complete the Global Nuclear Energy Partnership initiative which is critical 9 to the long-term well-being of the United States and to concur that Idaho is 10 the most suitable and preferred site for the Global Nuclear Energy Partnership 11 and other advanced nuclear and energy security research. 12 BE IT FURTHER RESOLVED that the Secretary of the Senate be, and she is 13 hereby authorized and directed to forward a copy of this Memorial to the 14 President of the United States, the Secretary of the United States Department 15 of Energy, to the President of the Senate and the Speaker of the House of 16 Representatives of Congress, and the congressional delegation representing the 17 State of Idaho in the Congress of the United States.
STATEMENT OF PURPOSE RS 17084C1 This memorial to representatives of the federal government is intended to make clear the resolve of the State of Idaho to continue its nearly 60-year partnership with the U.S. Department of Energy and its predecessor agencies that has done and continues to do so much to advance the energy supply and security interests of the State of Idaho and these United States. More specifically, as the U.S. Department of Energy moves through its legally required process of conducting scoping hearings on newly proposed major research projects, such as the Global Nuclear Energy Partnership, this memorial represents the Legislature's statement of support for this far-reaching nuclear research and management initiative and for the site evaluation process now under way that is studying the suitability of two Idaho locations, along with 11 others across the nation.
